With the fast development of civil aviation, air traffic is now becoming a very important tool for people to do political, economic and culture activities. But at the same time, a lot of unlawful behaviors aim to disturb or destroy aviation transportation. These unlawful behaviors brought deeply disaster and miserable lessons to the world. The purpose of civil aviation security management is to keep away and beat against these unlawful behaviors, thus to enhance security and restore the order and the integrity of the air transport system. Our government always attached great importance to civil aviation security, especially after the September 11th, the government purchased and upgraded lots of airport security inspection equipment. Many airports strengthen the defense of security area, and to some extent boost the standard of airport security management. However, the standard of aviation security can't be improved just by the improvement of technology. Many cases show that aviation security is not determined by technology but by the institution or mechanism of security management. Including some factors of organization and personnel. Currently, there are a lot of problems in our aviation security management, so we must steadily increase the standard of security management.This thesis includes three parts as follows:Part one: Basic theory of aviation security. We mainly discuss the concept of aviation security and the significance of aviation security management.Part two: we mainly discuss the problems of the Chinese aviation security. Such as these : Firstly, the administration system problem;Secondly, the problem in the personnel of civil aviation;Thirdly, the disproportion problem of civil aviation management standard; Fourthly, the legislative problem of aviation security;And the last, we will discuss the issues related to the crisis management.Part three: We will discuss the countermeasures to civil aviation security problems. Firstly, simplify the security management system. Secondly, pay more attention to the management of the civil aviation staff. Thirdly, improve the law and regulation as soon as possible. Lastly, heighten the level of crisis management. And we especially stress the governmental responsibilities and duties on civil aviation security management.
