With the rapid development of Chinese economy, the national enterprises not only receive new chances but also face fierce challenges. The key to Improving their competitiveness as well as acquiring their enduring advantages is how to upgrade the effectiveness of organizations and employees. However, in order to maneuver the persistent initiative, enthusiasm and creativeness of organizations and employees, enterprises need management philosophy and administration system. The enterprise management philosophy is to let the value and vision reach a consensus between enterprises and employees. The management system is to encourage employees’potential, combining the enterprise management philosophy.According to the practical methods and case analysis, the main body of the article introduces three kinds of activities of HLKJ Group:the independent management activities in some project on the basis of special assignment, daily responsibility in some course and also internal market transaction. On the other hand, it explores how to implement the employees’independent management. Moreover, it proposes models including five essential factors:the enterprise management philosophy used to encourage employees’potential, the restricted system used to standardize independent management, the flexible organizations for the sake of allocating human resources, the motivational system used to promote independent management persistently and the evaluative system for the sake of collaboration between creation and reciprocation.The first one of these five factors is the management philosophy of independent management, and the others belong to its management system. All of them contribute to the effect that:firstly, the employees are on their own initiative, self-discipline and act for themselves, secondly, the enterprises valuate, operate and take financial responsibility independently, thirdly, the employees’enthusiasm and creativeness are upgraded, finally the effectiveness of organizations and employees both increase.
