Along with the socio-economic development, resource shortages, environmental degradation and population explosion have become the three major constraints to economic development. "Sustainable development" as our basic strategy, fully demonstrated the Chinese Government attaches to the issue of sustainable development. A Systematic Analysis of the sustainable development capability of regions exploring the key variables that affect sustainable development in the economic and social development, is an important task to achieve coordinated and sustainable development of the region.First of all, started from the theory of sustainable development, sustainable development system, and the sustainable development capability of regions, to distinguish the three concepts basing on the existing research findings, and from a systemastic perspective to define the sustainable development capability of regions’concepts. Submit that regional sustainable development capacity is the comprehensive ability refers to subsystems include agriculture, economy, population, resources, environment, science, technology and education who can sustainable and highly efficient operation with interaction and coordination in a regional, harmonious development with the external environment in order to have higher bearing capacity of population, economic development, environmental buffering capacity, social stability and management capacities in order to meet the livelihood needs of human survival, development and enjoyment, to achieve ecological balance, economic development and social equity.Secondly, made an analysis on the relationships between the subsystems of the regional sustainable development system in Fujian province and internal relationships of themselves, to build system dynamics models. Results from running the model with actual data 2001-2012 is fitted, proved the rationality and effectiveness of the model.Thirdly, under the current programme and two different designs 10 controllable parameter adjustment model variables, compared the trend of output simulation curves about key variables of Food index, GDP, energy shortages, pollution, population, national quality, number of patents and the gap between GDP and green GDP etc., to make an analysis on the abilities of regional sustainable development in Fujian province and articulate programme who is good or bad. Concluded that the current behavior is not a sustainable way of development, made from more than one area for improvement, ensure the inherent five abilities abilities of regional sustainable development capability in Fujian province can end of comprehensive, sustained and stable development.
