With the rapid development of business and perfection of the Labor Law, PF Bank has witnessed fast growth of labor dispatching system owing to its major advantages in employment cost reduction and employment risk prevention. As an important pushing force, dispatched employees make one of the carriers of enterprises’ development strategies irreplaceably, whose effective management is also ranking top on the agenda. Set up only two years ago, credit card center of Jinan branch, PF Bank has a very short operating history and currently it is in transitional stage from vertical to horizontal management, which means there are a lot of improvements to be done in dispatched employees’ inspiration system. Imperfection of current policies hinders employees’ working enthusiasm to some extent. It bears great significance to seek problems and difficulties in labor dispatching system accurately by analyzing inspiration system and measures for labor dispatched employees at PF Bank, discover more appropriate inspiration systems and measures for dispatched employees, upgrade managing system and methods in a more valid way, further regulate dispatching management to establish a scientific and effective inspiration system, enhance employees’ sense of belonging, responsibility and mission, produce more positive energy to push PF Bank to strive toward a new stage in an all-round way.Based on former theoretical achievements, this thesis probes into current inspiration system and policies for labor dispatched employees at Jinan branch, PF Bank with literature review study, questionnaires and practical analysis as its main methods and a wide scope of reference to inspiration literature. Meanwhile, it seeks problems and demands in dispatched employees’ inspiration system accurately in forms of questionnaires and interviews. Main findings of the survey are that dispatched employees hold a low opinion in promotion media, goal inspiration polices and welfare, therefore dispatched employees’ potentiality can not be activated to the fullest extent and they express higher appeal for career orientetion and value realization. Inspiration factors of PF Bank are analyzed practically and main differences of inspiration demand between labor dispatched employees and permanent employees are dwelt upon in identity, salary, pay and welfare, promotion and degreees of being appreciated, which is followed by the argument of effectiveness of current policies and inspirational measures to be improved. Based on former theoretical researches and practical investigations, it finally designs and rebuilds inspiration system of dispatched employees at PF Bank in aspects of career planning design, promotion of cultural inspiration outcome, perfection of salary, pay and welfare inspiration system and establishment of training inspiration system. Additionally, interior and exterior safeguards to implement the inspiration programme are provided as well.Main innovations in this thesis are: First, with labor dispatched employees at PF Bank as research samples, inspiration system and managing measures are designed to match enterprises’ development stages. Secondly, patterns of career planning design of labor dispatched employees are put forward to make employees’ development go hand in hand with enterprises’ growth, which is of positive significance to achieve their mutual winning and sharing, promote social progress and harmony. The recruitment, employment, training and evaluation of PF bank seconded employees are closely related to the drive mechanism, which is the following direction of my research.
