Energy is an essential part of modern social production and means of subsistence. Keeping a steady supply of energy and improving energy efficiency are important conditions for national economic development and social progress. Today, the energy has been in the water, air has become not a missing part in our life. As the world countries survive in the process of economic globalization and competition intensifies, the world has been in constant efforts to research and development of new energy instead of the traditional non-renewable energy. Regardless of the research on whatever investment or development process is with the development, most countries have not achieved success in this regard.Since ancient times, the people of China and Mongolia have been in contact and for years to come, such continues contact is expected to result in a further development of continuous economic, culture and political growth. Mongolia is rich in mineral resources with a relatively small population. A developing countries with relatively abundant resources and choose the " resource-based economic development model", promoting the national economic strength enhancement, there by becoming an important energy supply of northeast Asia has attracted more and more attention from all over the world. In the field of mineral energy, there has always been very close cooperation between China and Mongolia. Currently, China and Mongolia are at the stage of accelerating industrialization and urbanization, the development of these economies, increasing the degree of dependence on energy. At the same time, the restriction of energy on economic development and it is influence to the natural environment has aroused people’s concern, making energy problem increasingly prominent.In the light of the above, this paper takes China and Mongolia as the research object, on the basis of data from 2002 to 2012, using DEA data envelopment analysis to the current energy efficiency of the two countries on the analysis of the system. The result analysis shows that countries throughout the world are presented with the situation of the shortage of natural resources; the shortage of energy is a like tit for tat. Ensuring economic development while at the same time vigorously improving the efficiency of energy utilization, establishing output with reduced investment and establishing investment increase output is a problem to be solved at present stage.
