In order to improve people’s livelihood, the urban old residential renovation project is carried out in Hohhot recently years. After the urban old residential renovation, those old urban residential areas have taken on a new look, furthermore, the residents living conditions have been improved and the residents’happiness index has also been promoted. However, those old urban residential areas will be faced with some new problems of who to manage them, and how to manage them. There are three management styles. First, it is the property management company in the form of pure business model. Second, it is the resident self-government. Third, it is taken over by sub-district office and the residential committees, who will provide para-property management for them. Nevertheless, due to the low economic income of the old urban residents and the low property fee, the property companies of pure business model are hard to gain profit form them, for this reason, there are no property companies are willing to take over them. The resident self-government is the way to keep the basic maintenance of the residential environment by cleaners, who are hired by the owner committee, but, the disadvantage is that the types of services could be provided less. And the third one is to provide the para-property management by sub-district and the residential committees, which is the popular way to be carried out around the city currently. In the process of carrying out the para-property management, there are two aspects should be clearly put forward for every sub-district office, one is in what way to run it, and the second is what service should be provided. The author takes the Ying Xinlu sub-district office as an example to study the para-property management mode, thus, it draws a conclusion that the para-property management mode, which is carried out around Hohhot, is feasible.
