Presently, China is at a new stage of building a well-off society in an all round-way, and boosting the Construction of The Chinese Socialist Modernization. A harmonious community is essential for the construction of urban economic, political, cultural and harmonious society. Melting contradictions emerged from the socio-economic development must be based on community construction. Community management consists of social security, social relief, employment and reemployment, and birth control therefore it has become an important part of urban construction and management. In addition, as a homestead of residents, diversified services are needed. Compared with the time of planned economy when only a handful of people, who do not have employer, contact with Neighborhood Committee, community now is a platform of activities, information sharing and service delivery. Consequently, it is of importance to explore and pursue the Trinity Management Mode (TMM) which is either conducted by Neighborhood Committee, Owners Committee, and Property Management Company or by owners'self-management relying on Owners Committee and Neighborhood Committee.TMM draws on the experiences of closed property management mode without increasing residents'burden and reflects the idea of human oriented service. Its essence lies in government's direction, Neighborhood Committee's implementation, Property Management Company's cooperation, and residents'participation. It has definitude responsibilities, sound network, orderly operation, effective management, and high grade service.Implementing TMM is to increase community's residents'life quality, and to explore a new way to satisfy the residents and guarantee long term management of the community. In the meantime, it provides a platform of reporting problems and difficulties to the superior departments and a channel of communication among residents so that relative governmental departments can be informed of different opinions and voices. Surveying TMM implementation in Jinan, this paper analyzes its advantages and disadvantages.Drawing on experiences of foreign countries and other cities, the author suggests feasible measures. Especially, the author attempts to perfect and expand TMM's theoretical system expecting to provide a theoretical support for community management in different regions and establish the mechanism of marketized property management to lay favorable basis for constructing harmonious society.
