Study On The Follow-up Governance Of Renovated Old Residential Communities In Donghe Distrinct Of Baotou City

The report of the 19 th CPC National Congress puts forward clear requirements for the follow-up governance of the old communities: " To create a social governance pattern of co-construction and co-governance,to strengthen the construction of the social governance system,to improve the social governance system of the leadership of the party committee,the responsibility of the government,social coordination,public participation,and the guarantee of the rule of law,and to improve the socialization,legalization,intelligence,and specialization of social governance."After the 1996 earthquake in Donghe District of Baotou City,the rebuilt houses and the reconstructed old city have been in use for more than20 years,which finally formed an old residential area of about 6 million square meters.To improve the living level of the old communities is the only path to achieve the goal of "housing" and "being habitable".Of course,the improvement of the living conditions of the old communities is not a simple kind of reconstruction and renovation.It involves a comprehensive and systematic renovation and long-term follow-up management.Under the theoretical guidance of public policy theory,public governance theory and public goods theory,and using the methods of field investigation,literature research and questionnaire survey,this paper introduces the present situation of the follow-up treatment of the old district in Donghe District of Baotou city.This paper summarizes and analyzes the problems existing in the follow-up treatment of the old community in Donghe District of Baotou,which is mainly manifested in the aging and backward treatment of the facilities in the old district,and the low degree of satisfaction and coordination of the residents in the district.It is difficult to realize the property management in the old communities.It also analyzes the causes ofthe existing problems from the four levels of government,community,residents and property enterprises,and it comes up with some feasible suggestions for the follow-up treatment of the old residential areas in Donghe District,Baotou City.First,the local government should formulate scientific and reasonable policies to supervise and support by both hands;the second is to establish accessing and withdrawal mechanisms of the property industry,dispute mediation,performance guarantee,and so on;third,to achieve the joint efforts of the residents,communities,and property management companies.To achieve the goal of co-governance and co-construction and sharing;fourth,to explore a new mode of follow-up governance of the old communities,to build a "complete community",and to realize the virtuous circle of follow-up governance of the old district.
