At present, our country is in the changing period of economic growth, throes of structural adjustment and preliminary policy stimulus digestion phase. Economic growth has entered a new journey, as the amount of energy price is falling, resource-based cities face unprecedented challenges, the development go into the bottleneck, really started to "climb camp". On one hand, public budget revenue reduced, on the other hand, government debt has increased a lot. To optimize the economic structure, transformation of the mode of development was forced by the situation, it is also an effective way to break through the bottleneck of restricting, and to promote comprehensive, balanced and sustainable development.Through researching the present situation of development of Ordos transformation, this article make analysis of the factors which restrict the development of the transformation in backward ideas, such as single industrial structure, introducing talents difficult and slow in capital circulation, the lack of technical innovation ability, etc. To solve these problems, we must realize the economic construction from the speed of growth to quality, culture construction by the advantage of resource to the comprehensive advantage transformation, social construction by transforming type to ensure equal access to basic public equilibrium service, urban and rural development from dual type to unity type, ecological civilization construction and the economic and social development by the split type to integrative type. Through comparative study, we hope to make some inspiration to help the transformation of resources city.
