| Innovation is the first driving force for development,the strategic support for the construction of a modern economic system,and it is placed in the first place in the new development concept.With the promotion of independent innovation by the Party Central Committee as the national development strategy,scientific and technological innovation plays an increasingly prominent role in promoting economic and social development.As a typical resource-based city in Inner Mongolia,how to enhance the innovation ability of its own city,promote transformation and upgrading,and achieve high-quality economic and social development is a topic worthy of attention by governments at all levels and academia.This paper is divided into seven parts.The first part is the introduction,which mainly introduces the significance,background,content and methods of this study.The first chapter is a review of relevant theoretical research,including the definition of science and technology innovation policy,the ways and evaluation methods of science and technology innovation promoting transformation and upgrading.The second chapter is about the status quo of scientific and technological innovation and industrial development in Ordos City.It introduces the basic situation of scientific and technological innovation and industrial development and the policy system construction of scientific and technological innovation in Ordos City.The current policy of scientific and technological innovation in Ordos City is divided into supply policy of scientific and technological innovation,demand policy of scientific and technological innovation and environmental policy of scientific and technological innovation.The competitiveness of local science and technology innovation policy is analyzed.Chapter three is the performance evaluation of science and technology innovation policy in Ordos City.Through setting up the evaluation index system of science and technology innovation policy,collecting and sorting out the relevant data in recent years,evaluating the performance of the current science and technology innovation policy through the method of fuzzy mathematics,and evaluating the performance of each index and different kinds of science and technology innovation policy comprehensively.It is concluded that the major factors influencing scientific and technological innovation in Ordos are the number of technology market contracts,the amount of technology market contracts,the proportion of R&D expenditure in the main business income of Industrial Enterprises above the scale,the amount of energy consumption of 10,000 yuan GDP,the number of enterprises with R&D activities,and the number of newly identified high-tech enterprises.Chapter IV is the analysis of the situation of science and technology innovation promoting economic and social development in Ordos City.It establishes an index system to evaluate the situation of science and technology promoting economic and social development in Ordos City in recent years.It draws a conclusion that the overall situation is positive and better.It also makes a correlation analysis between the corresponding years and the policy of science and technology innovation to clarify the scientific and technological innovation.In the process of promoting economic and social development,the policy should focus on the supply policy of scientific and technological innovation,followed by the environmental policy of scientific and technological innovation and the demand policy of scientific and technological innovation.The fifth chapter is about the problems and reasons of Erdos science and technology innovation policy in the process of supporting transformation and development.It is pointed out that the key supporting role of local science and technology innovation policies for transformation and upgrading is not fully played;innovation policies are homogeneous and competitive;some of the existing policies are not effective in short time;some policies need to be further improved;the conflicts between basic research and promotion of regional transformation and upgrading are six aspects.Problem.The causes ofthese problems are analyzed from six aspects: inadequate investment in innovation;weak orientation of policy making;increased external competition pressure;weak awareness of scientific and technological innovation in the whole society;weak scientific research foundation,fewer talents and scientific research activities;and overlapping responsibilities of management departments.Chapter VI puts forward suggestions.According to the research results and the problems found,twelve specific suggestions are put forward in three aspects: policy system,policy content and supporting work. |
