Research On Cooperation Of Enterprise Government And Peasants In The Supply Of Rural Infrastructure

Rural public infrastructures cover various infrastructures providing public services for rural production and peasants’life. At present, the construction of Chinese rural public infrastructures mainly adopts the financial investment from local government, which is subject to the systems of villager capital raising and corporate sponsorship as well as is supplemented by external capital, and hence, it is necessary to enlarge the financial investment of local government and depend on the active support of variety of strong enterprises to strengthen the construction of rural public infrastructures, and then, promoting the establishment of new socialist countryside and realizing the establishment of an urban-rural integration.State-owned enterprise defines the enterprise owned by the whole people in Chinese socialism and all or part of assets of such enterprise is occupied and controlled by the state. State-owned enterprise invests massive funds and establishes perfect public infrastructures to insure normal production. Those infrastructures not only provide services for the enterprises, but also for countryside around, which contributes to the improvement of production and life of peasants and herdsmen.This paper takes Shenhua Shendong Coal Group for example, focuses on building the relationships between state-owned enterprise,government and citizen in supply for countryside aroundThe first part specifies the background and significance of topic selection, introduces overseas and domestic research status, discusses research contents and methods and points out innovations and deficiency; the second part introduces the concepts of state-owned enterprise and rural public infrastructure and expounds cooperative governance theory and multi-center supplying theory;The third part analyzes the cooperation between enterprises, government and peasants in the use of BOT (Build-Operate-Transfer) operation mode and summed up Chinese current cooperation status; the fourth part analyses the problems of rural public infrastructure supply during the relationships in state-owned enterprise,government or peasant and discusses its causes; the fifth part proposes the ideas and countermeasures of relationships to complete rural public infrastructure supply from the analysis of state-owned enterprise, government and peasant.The conclusion proposes the conclusion of this paper and summarizes the whole paper. This topic research has theoretical and practical significance to strengthen social responsibility of enterprises,construction improvement and citizen of rural public infrastructure.
