Research On Post-evaluation Of Jilin Oil Fields Natural Gas Productive Capacity Project

With the life of low carbon environmental protection and green concept gradually in-depth,and the downstream nature gas market gradually mature and perfect, natural gas as an important clean energy and its market demand is more and more big. In order to improve emergency and natural gas peak shaving, hub status and role, by increasing the capacity construction, to provide sufficient gas source for the downstream users with reliable and stable yield ability of gas has become the domestic each big oil and gas field is one of the main development goals. Jilin oil field according to the general requirements of "gasification Jilin" strategy, further enhance the management level of the gas production capacity construction projects, to manage the upgrade drives the gas production, lay a solid foundation for the natural gas production capacity of 50 billion cubic meters in Jilin Oilfield in 2015.The purpose of this paper is to conduct the post evaluation for nature gas production capacity construction project of Jilin oil field through the establishment of scientific and reasonable evaluation index system and choosing the feasible evaluation method. After learning related areas home and abroad about the evaluation on the basis of research achievements,combining with the current situation of Jilin oil field gas production capacity construction, in the light of the characteristics of gas production capacity construction projects, the combination of theory and research, the combination of quantitative and qualitative methods were studied.Firstly,on the basis of the following the scientific, dynamic and comprehensive,comparability, guidance principles of index system building, from three aspects of Preparation,implementation process, implementation effect, Screening index system of the post evaluation about Jilin oil field gas production capacity construction projects.Secondly,Using the factor analysis method for screening index to determine the final post evaluation index system of Jilin oil field gas production capacity construction projects, and using the Fuzzy Preference Relation(CFPR) method to determine the weight of each evaluation index.Then,according to the fuzziness and complexity of gas production capacity construction project to sett up the post evaluation model, conducting the post evaluation for gas production capacity construction project of Jilin oilfield by fuzzy comprehensive evaluation method. Finally, against the background of Jilin oil field’s A gas production capacity construction projects, conducting the post evaluation for the A gas production capacity construction project by using the fuzzy preference relation and fuzzy comprehensive evaluation method, providing the theory basis for project management ability and management level of improving gas production capacity construction in Jilin oilfield.
