| For the management of the projects financed by China Natural Science Fund Management Institution, science fund system is a more mature mode of management. For a fair, just and open choice, financing and management of the funded projects, it is necessary for the Institution to reasonably and effectively evaluate the projects' considerations such as the declaration, the process and the results of the research, and so on. However, the current fund management institution mainly focused on the early stage of the project management, which leads to the neglect of the "closed loop" management. In order to solve this problem, there is a need to strengthen the research on the project's post-evaluation. Post-evaluation, which is a judgment on the completing quality of the projects, is an important loop in the science fund project management. It aims to accurately reflect and describe the implementation of projects so as to improve the quality and efficiency of science funding.At the first place, this paper analyses the current situation of research on the evaluation of the natural science fund projects home and abroad, pointing out its problems. On the second place, by researching the characteristics of the national natural science fund projects, a finishing indices system of evaluation on the natural science fund projects is established in terms of the academic achievements, awards and patents, social benefits and economic benefits. By analysis the current assessment of the project of The National Natural Science Foundation, the existing problems are explored. And then a model of the comprehensive post-evaluation is constructed by using AHP-fuzzy comprehensive evaluation method, which tries to resolve the problems fore mentioned. Finally, a project of the National Natural Science Foundation which is selected randomly is assessed by using the evaluation index system and method fore mentioned. The results show that the index system and method to be effective. |
