| Recently, based on their high efficiency, flexible operation and environmental protection, the natural gas power heating cogeneration units have been rapidly developed. In Japan,70 percent of natural gas are used for power generation, accounting for 28% of its total domestic power; In the United States, the proportion is over 20%; In Europe, the proportion is over 30%. To realize the domestic power diversification, optimize energy structure, improve the environment, energy conservation and emission reduction, some natural gas power projects were approved by the state in Beijing, Jiangsu and other regions in the period of the eleventh five-year plan. A batch of large natural gas power plants was constructed. The natural gas power heating cogeneration units of Beijing Second Thermal Power Plant are supporting projects of the 2008 Olympic Games. Since they are put into production, it has been two years. It is necessary to carry out the comprehensive assessment and project post-evaluation in order to guide the sustainable development of the project in the future.Beijing, as the capital of our country and an international metropolitan, is facing the energy shortage, scarcity of construction land resources, energy conservation, emissions reduction and environmental protection to multiple huge pressures. The reconstruction, closing and optimization of the small-scale coal-fired power heating in urban are imperative. Based on ensuring the electricity and heating of users, the development of environmental and efficient gas power heating projects can effectively reduce the atmospheric pollution, save the land resources, give full play to the gas station comprehensive advantages and get the most effective use of limited energy in Beijing. It has important economic benefits, environmental benefits, and social benefits.After the construction task was completed successfully, the project operation also has achieved good results. However, a few new cases and issues were appeared. By way of post-evaluation and analysis, this paper reached some conclusions: on the one side, it is proved that the decision making of the project is correct; on the other side, reasonable pricing mechanism and stable natural gas supply are the key points of the project to sustainable developing and surviving. Under above-mentioned backgrounds, special studies on the operation and pricing mechanism were conducted. For the relevant government departments developing and perfecting the pricing mechanism, and also for its own business development of the project, some constructive ideas and optimum proposals of the enterprise operation are presented.This thesis has five chapters according to the method and steps of questions, analyzing and solving problems. Through a description of the history, project profiles, construction meaning, feasibility planning and the actual operating conditions of the projects of Beijing second thermal power plant, the international development status of gas turbine technology is introduced. Based on post-evaluation method, the new cases and issues of the project are analyzed. Discovery, enabling natural gas power generation projects for electricity price policy, researching natural gas tariff pricing mechanism, and establishing a stable gas supply system is the key to the sustainable development and survival of natural gas power plants. The feasibility of the establishment of coal-fired electricity price linkage mechanism according to the national policy of gas electricity price linkage mechanism is proposed. Using strategic management theory, the optimizing operation scheme in Beijing second thermal power plant is proposed.The first chapter introduces the situation of investment and construction of the projects and the main contents of the feasibility study. In the force of the environmental pressures, the small coal-fired thermal power was comprehensive replaced by the developing natural gas power generation projects in Beijing, so that the limited energy in Beijing get the most efficient use. It is full proved of the correctness and forward-looking decision-making of the projects. The second chapter mainly explains the main targets of technology and situation after the projects are put into operation. Focus is on the evaluation and analysis of the new investment project, reasoned out some new cases and problems of the new project.In the third chapter, an in-depth analysis on the operation of the new cases and issues is given compared with the feasibility study. It is pointed out that the natural gas supply stage and the seasonal lack have fatal influence to the gas turbine operation. In recent years, coupled with a continuous increase of the natural gas prices, the natural gas power plant is undoubtedly worse. Therefore it is proposed that this decisive urgently need to improve the gas turbine tariff pricing mechanism is urgent and important.In the fourth chapter, the pricing mechanism is devoted to analyze. By macro targeted analysis on the layout and power installed capacity of China's energy structure and the natural gas utilization policy, the current natural gas price policy environment which play a key role are summarized.In the fifth chapter, the countermeasures of the problem which the projects are facing are explored. First, it emphasizes strengthening the operational business focus and innovative way of power generation technology. Second, making reference to national constructive way of coal and electricity price linkage, the implementation of gas and electricity price linkage is feasible which ease the pressure of the companies due to the rising gas prices and the incremental fuel cost. Third, it is established a stable gas supply for long-term mechanism to reduce the impact on the decreasing number of electricity use caused by gas shortage. Finally, the sustainable development and optimization scheme of Beijing second thermal power plant are proposed.Based on the feasibility and planning, this thesis give a in-depth analysis of the project operation by using post-evaluation methods and the theory of financial analysis and engineering economics combined with the strategic management expertise. A specific optimization scheme on how to resolve the new cases and issues is put forward to guide the future planning, operation and sustainable development of the Beijing second thermal power plant, so as to develop and improve the pricing mechanism of natural gas power generation projects for the relevant government departments, as well as the development of gas turbine power plant of their own operations to provide some constructive ideas and business operations optimization programs, and to provide a reference and decision making for domestic similar power generation projects in the future. |
