Research On Domestic Regional Industrial Transference Under Resource-constrained Condition

After the world financial crisis,the fourth international industrial transference has begins.And because of the rising costs of labor price and land price, some industries on the east coast regions of China begin to relocate their industry and shift those industries without comparative advantage to the central and western regions of China in which the labor cost and land cost is relatively low. However, during the process of industrial transference, it caused a lot of resources wasting for lack of consideration of the resource constraint conditions of the central and western regions. And it aggravates the imbalance of the regional economic development of our country.This paper mainly research on the domestic regional transference under resource-constrained condition, and attempt to provide some theoretical foundation. First discussed the industrial factors which influence the industrial development,and then classified the industry into labor-intensive industries,technology-intensive industry,capital-intensive industries,natural resource dependent industries,human resources intensive industries, knowledge concentrated industries and cultural intensive industries according to the importance of industries factor uses. And have a concrete analysis of the resource-constrained conditions of the east region,central and west region of our country from the perspective of natural resources constraint,labor resources constraint,technology resources constraint and capital constraint. Then analyze the influencing factors of the western regions’ undertaking of industrial transfer based on the panel data methods of econometrics, and conclude that the mainly influencing factors are economic development level,factor cost such as labor cost and land cost,market scale and market potential.Then have a case study of the pattern of Chongqing’s undertaking of industrial transfer, and put forward the transfer pattern of different industries.In the study of resources constraint conditions of regional industries, we concludes that we should match the industries resources supply and demand of different regions and make supplement of each other to achieve better resources allocation and balanced development of regional economic.
