Nowadays, energy crisis, environmental pollution and waste of resources has become the topic of common concern in the world, but also seriously restricts the development of economy. Water is the origin of life, as an important part of natural resources, waste and shortage of water resources problems have become increasingly prominent, strengthen watermetering technology research, improve the performance of water metering products is one of the important measures to alleviate the problem of water resources shortage. With related work such as environmental protection, energy conservation and emissions reduction, wisdom city, new urbanization, the development of the Internet industry, favorable macroeconomic and socio-cultural conditions bring new opportunities for the development of measuring instrument industry. At the same time, technology constantly updated, relevant national measurement laws and regulations of industry standard gradually improved, the fact that the entire industry competition has been more severely brings new challenges to the development of instrument companies. Therefore, how to seize the favorable opportunity, to meet the challenge better, choosing the right competitive strategy, improve the competitive level of competition, has become the most important problem for water meter industry concerning and thinking.Water industry is related to the national people’s livelihood, have the effect of developing our country’s economy not allow to ignore. SARON company has developed for about 14 years as an instrument enterprise, and the meter as the main business profit making, in order to meet the market demand of information, set up their own competitive advantage, in trying to transfer from the terminal meter manufacturer gradually to the meter equipment and whole meter supporting system solution provider, how to grasp the good opportunity, calmly cope with intense competition, efforts to expand the market share, finally make feasible strategy, more conducive to achieving the success of product transformation, is the purpose of the writer.This paper based on system theory of strategic management research and the enterprise actual,used SWOT analysis, PEST analysis, five models and a series of classic strategy as analysis tools and methods, to analyse enterprise’s external macro environment, industry environment, competition environment and internal resources, used SWOT analysis matrix to analyse the feasibility of the competitive strategy, eventually choose the focused differentiation competitive strategy to conform to the requirements of the current competition environment. Effective implementation of safeguard measures is necessary to perform the competitive strategy successfully, through five aspects such as establishing flexible organizational structure, strengthening the construction of enterprise information, establishing the innovative corporate culture, practicing human resources management and building a perfect marketing system detailed implementation of enterprises are the important guarantee of strategic measures, can build competitive advantage against competitors, and lay a good foundation for the competitive strategy of successful implementation.At present, the research about the enterprise competition strategy of the instrument and meter industry is very limited, especially for small and medium-sized enterprise. This paper combined with the specific enterprise, on bases of practice, study and formulate the enterprise competition strategy, on the one hand, the author hopes to found a profitable market space, through meter market competition strategic choice and implementation of research about SARON company and help enterprises to achieving the success of strategic transformation, obtain good market performance in the future competition. On the other hand, hope to provide some valuable reference for enterprises of water meter industry to select competition strategy and keep a healthy and orderly development of the industry.
