As a large public service-oriented businesses, public service function of postal started growing, service range extended to various fields of social production. Post’s public service function is the core of giving full play to the advantages of postal, fulfill the service functions, and promote the equalization of public service of the major theoretical and practical problems need to be on the.In terms of universal service, according to the law of the People’s Republic of China on the twelfth five-year plan for national economic and social development program, China post established the construction of public service strategy, will be equal to promote universal postal services for the strategic direction and basis to expand postal service network coverage, balance urban and rural differences, promote the service level and service content increased as the focus, focus on strengthening the rural, and the universal postal service ability construction of rural areas in the west and constantly improve the quality of universal postal service and efficiency.In this paper, on the basis of fully collecting data and analysis, from how to enhance the capacity of public service, improve public postal service performance perspective, the study of public service.Post the implementation of public service research is still in its infancy, there have been new problems appear in practice. Currently the main problem is the postal service personnel ideas behind, service supply level is relatively low, there are regional differentiation, service facilities utilization efficiency is low, low efficiency, human, financial and other operating mechanism of public service and security system is not perfect, is not conducive to further promote public services. Of course, it has both the negative influence of traditional culture and ideology, also have the impact of the economic environment after system reform, the most fundamental reason or low comprehensive overall service ability and quality.In certain China post’s efforts in promoting public service, analyzes the problems existing in the China post in the construction of public service and the reasons, and put forward some countermeasures.
