Study On Driving Ability Of Agricultural Industrial Park To Local Development

The driving effect of agricultural industrial park to the regional development, which acts as one of the important functions of agricultural industrial park, can be evaluated by the driving ability. Aiming to scientifically assess the driving ability of agricultural industrial park and facilitate the development of agricultural industrial park as well as agriculture, based on a widely studying of literatures and thoroughly investigation, this article comes up with the connotation of driving ability of agricultural industrial park to regional development and builds the evaluating index system further, after that, this article takes Xinyuan Sunshine Ring of Beijing-Tianjin-Hebei Safe agricultural food industrial Park as an example and comprehensively evaluates the driving ability of this park. The results are as follows:(1)This article builds a evaluating index system of driving ability of agricultural industrial park to regional development. The primary evaluation indexes consist of economic effect, social effect and ecological effect whose weights are 0.3338, 0.1416 and 0.5247, respectively. While the secondary indexes include the income increasing rate of farmers, GDP increasing rate, net income increasing rate per capita of farmers; driving ability on increasing the rate of employment of farmers, the satisfaction to park, the convinence of obtain employment; water saving rate, fertilizer saving rate, and pesticide saving rate, which represent the weight values of 0.1799, 0.0547, 0.0992; 0.1045, 0.0237, 0.0134; 0.3596, 0.0490 and 0.1161 respectively.(2)After the construction of Xinyuan Sunshine Ring of Beijing-Tianjin-Hebei Safe agricultural food industrial Park, 68.32% of the farmers outside the park and 38.36% of farmers inside the park indentify the increasing of their income, while the ratio of employees within the cooperation is 51.73%. At the same time, the construction of the park promotes the acknowledgement and concentration about the development of agricultural industrial park as well as agriculture and obtains the recognition about the decreasingly usage of pesticides.(3)The comprehensive evaluation of the driving ability of Xinyuan Sunshine Ring of Beijing-Tianjin-Hebei Safe agricultural food industrial Park to regional development, demonstrates that: ecological effect and social effect exhibits a better level, indicating a better driving ability to the regional development. Whereas, economical effect indicates a general level, corresponding to a general level of driving ability.Finally, the author summarizes the factors influencing the driving ability to local development of agricultural industrial park in current stage, which mainly encompass points of the shortage of characteristic leading industry, the weak innovation ability, the low level of agriculture industrialization and the lack of abundant perfect investigation mechanism, considering about which, the author propose that through reasonable planning on building and developing agricultural industrial park, prominent characteristic leading industry, strengthening creative ability of agricultural science and technology, fastening development of agricultural industrialization and applying various operating modules, the driving ability to local development by agricultural industrial park can be improved.
