| Through analyzed the related theory of logistics parks development, combined with the development present situation of China's logistics parks, analyzed the effect factor of in the logistics parks development project, found out the comprehensive evaluation index, and evaluated the logistics parks, and found out the point of which is needed to improve provided advices for the management of the logistics parks and industrial real estate project.Based on the analyzing of the background and theory of the evaluation of logistics parks development project, analyzed the evaluation factor from the relationships of development of the broadcasting industry and logistics parks, Scale Economics Effect of the parks, industrial cluster around the logistics parks, and the perspective of real estate development. According to the selection principle of evolution indicators, based on the evaluation factors of the logistics parks, preliminary constructed the evaluation index, designed "logistics parks development project evaluation index importance survey questionnaire", and according to the results, adjusted the index, screening formed "logistics parks development project evaluation index system".By analyzing the principle and Applicable Object of the Principal Component Analysis, Grey correlation degree analysis, Multi-Stage Fuzzy Comprehensive Appraisal, and analyzing the methods for the weight calculation of evaluation indexes and the applicable Object, such as the Delphi Method, the Network of Analytic Hierarchy Process, the Variation Coefficient Method, and based on the index analyzing, in term of the specialty of the evaluation of logistics parks, difficult quantification to information, no normative evaluation standard and border, existing dependency and correlation between the index, and multi-objective, adopted the Network of Analytic Hierarchy Process in calculating the weight, and adopted Multi-Stage Fuzzy Comprehensive Appraisal in logistics parks comprehensive evaluation.For validating methods and index practicality, based on an case, use the ANP and the Multi-Stage Fuzzy Comprehensive Appraisal, Established category five comments sets and ANP model, collecting data by questionnaire, used Super Decision, to calculating the weight of index, analyzed the calculated result, meanwhile, calculated the membership by Hydrometer Method, applied the Multi-Stage Fuzzy Comprehensive Appraisal to evaluating the logistics parks, analyzed the rating. Trough anglicizing the result, found out the points which is need to enhance and improve, put out the advises for the lowest level. According to the objective evaluation result and evaluation process perspective of practice, it is has a powerful operability and practicability in the process of comprehensive evaluation of the logistics parks using the ANP and Multi-Stage Fuzzy Comprehensive Appraisal, and the result could reflect certain objective facts. |
