Abstract/Summary:
In the era of knowledge economy, human resource has become the most competitive advantage resources. As the first national Belt Pilot Region for Industrial Transfer, Wanjiang City Belt Pilot Region for Industrial Transfer is the national major measures of regional harmonious development strategy. In the macroscopic background of Wanjiang City Belt Pilot Region development,human resources development is an important breakthrough, so,fully developing,cultivating and improving human resource have become a very important method in the enhancement of regional competitiveness.Compared Wanjiang City Belt Pilot Region with the eastern developed region, no matter in the speed and scale of GDP,or in the industrial structure, or in the basic quality of the Labour,or income level of urban and rural residents or the of human capital investment, all aspects are falling behind. the labor quality and cultural level of Wanjiang City Belt Pilot Region is not high, financial input and supporting capacity for the educational institutions is low, the per capita school resources is low, facing the strong competition of East-West regional in human resources. So, the development of the economy and society, industrial transfer,the industrial structure adjustment, human resources loss of Wanjiang City Belt Pilot Region, forming all kinds of strong talents demand, these needs pressure point will become human resources development needs.According to the relatively backward of social and economic development, the author consider that if we do as to the past, just relying on traditional material inputs or relying on pure undertaking industrial transfer strategy to speed up the development process cannot meet the requirement of social development, Wanjiang City Belt Pilot Region should play the role of human capita and develope human resources, realizing great-leap-forward development.The core aim of Wanjiang City Belt Pilot Region Human resources development is promoting local economic and society long-term development, which requires us must from the new visual Angle, from systematic, strategic, global perspective to the development of human resources. Human resource development is a systematic engineering, needing consider its economic and social environment, industrial agglomeration, industrial transfer, human resource needs, human resources development, relating to such factors as the capacity of institutional innovation, mechanism innovation and methods innovation.Basing on the related theory of human resource development, absorbing public administration science, management science, economics science sociology science, statistics science, and achievements of other discipline research.basing on collecting large data and visiting field investigation, the author mainly adopts literature search, and using literature analysis, dynamic analysis, comparison research method, conelative the frontier theoretical results of human resources development, introducing the successful experiences of human resource development, this article analyzes the strategic objectives and the advantages, weaknesses, opportunities and threats of human resource, and then puting forward the strategy, guide principles and principles. Finally, puting forward the strategy of human resources development,there are education training strategy, the government management and service innovation strategy, market flow configuration strategy and overseas high-level talents import strategy.The main innovation points:this paper is basing on the features and trend of industrial cluster, to analyse characteristics and trend of the regional human,resources transfer, concentration, import and education training; The second is SWOT method analysis, analyzes its strengths, weaknesses, opportunities and threats, then puts forward the corresponding strategic vision and guidelines, and further puts forward the corresponding strategy and tactics.
