Research On Supply Efficiency Of Rural Productive Public Goods

Our country has already released central document of No.1 for ten years, with the theme of "agriculture, rural areas, farmers", emphasizes the most important status of "agriculture, rural areas, farmers" in the period of socialist modernization, also have been put forward to strengthen the rural infrastructure construction, establish and improve the agricultural socialized service system at the grass-roots level. In 2014, central document of No.1 presented that we should resolutely remove institutional defects, insist on the fundamental role of agriculture, accelerate agricultural modernization. Countries have come to realize that the rural economy development degree is the key factor restricting China’s economic development, we must comprehensively deepen rural reform to promote the progress of agricultural modernization. In many reform, the reform of rural public products supply is important link. In recent years, the key of financial support for agriculture has gradually turned to rural infrastructure and public services, however, the problem of slow development of rural economy and farmers’income level is too low still has not been improved, one of the main reason is the supply of rural public goods structure is unreasonable and the supply efficiency is too low. Therefore, how to increase the rural public product supply and improve the efficiency of public goods supply is the key point to solving urban and rural dual economic structure and construct new countryside under the background of the overall rural reform,In the rural public products, the productive public goods refers to the public goods which is closely related to the agricultural production and public services. Rural productive public goods is related to the "hematopoietic function" of the rural economy, its level of supply and quality plays a decisive role in the whole rural economic and social development, so this article reduce the scope of rural public products and choose the perspective of the rural productive public goods, targeted to study the efficiency of supply, improve the production efficiency in the countryside by improving the rural productive public goods supply situation, to further promote rural economic development.Anhui province is a big agricultural province, is the rural comprehensive reform pilot demonstration, also is one of the important birthplace of China’s reform, so Anhui rural areas has certain representativeness in the research of public product supply problems. Considering the availability of data and the value of the actual application of thesis, this paper will take Anhui province as an example, Combined with the overall characteristics of Anhui rural, this paper discusses the problems existing in the supply of rural productive public goods in Anhui province recent years, including the availability of irrigation and water conservancy infrastructure, agricultural machinery and equipment supply, construction and service system for popularizing agricultural science and technology, rural power supply and the rural road infrastructure. Empirical study mainly includes two parts, first is to use eviews software to study the relationship between agricultural output and the rural productive public goods, demonstrating the necessity and importance of the study in this paper. Secondly, using DEA software to evaluate the efficiency of the rural productive public goods supply in Anhui province as a whole. Establishing the input-output model of the rural productive public goods, and analyzing rural productive public goods supply static efficiency and dynamic efficiency in Anhui provinces and every city of it. Static efficiency mainly to observe the overall phenomenon whether there is a waste of resources, comparing the influence degree to the comprehensive efficiency of technical efficiency and scale efficiency. Through the comprehensive efficiency of Anhui rural productive public goods supply around the city for the regional difference analysis, to understand the overall condition of the productive efficiency of public goods supply in Anhui province and around the city. Dynamic efficiency mainly observe efficiency of the rural productive public goods supply from 2004 to 2011 in Anhui province and around the city, and by measuring the Malmquist index and its decomposition index to analyze the contribution degree of agricultural technology level to supply efficiency in the eight years. The empirical analysis can effectively guide the practice, in order to improve the efficiency of the overall rural productive public goods supply in Anhui province, different cities should take different strategies according to actual condition, by reducing the differences between cities to achieve the balance of regional development in Anhui province.
