Along with the continuous deepening of China’s tax system reform and development, in order to improve government efficiency, promote the changing of government functions, enhance the image of the work unit, the government performance management is increasingly paid attention to. In order to further improve the quality of the tax work, put the people-oriented idea into practice, tax departments at all levels to gradually explore some scientific and effective performance evaluation system, and gradually in practice and achieved good results. But because of the experience, system and the time limit of subjective and objective factors, China’s taxation department especially the grass-roots tax department performance evaluation system in the construction aspect still has much to be improved. The article said, improve the grass-roots tax department performance evaluation system of opinions and ideas more objective, comprehensive and feasible, is the current grass-roots government especially the tax unit performance management amendment and improvement, to promote grassroots national tax departments to better fulfill their tax duty, so as to further enhance the image of the government, to promote the harmonious development of society.
