Central bank is the platform of modern financial. Facing the complex socio-economicfactors that affect the life, how to mining personnel and construct the personnel of theCentral Bank of China through scientific assessing system, not only to the central bankthemselves, but for the entire Chinese financial sector and the whole Chinese society’seconomic development, it will have significant impact. This article based on the centralbank’s own mission and its organizational structure characteristics, studying its performanceevaluation in the process of human resource management of basic unites organizations.In this paper, I have used methods of literature research, case studies, comparativestudies, discussion and investigation. Though the analysis of the evolution of theperformance evaluation system of the Chinese Central Branch: People’s Bank of China BDSubbruch, pointing out the problems of assessment indicators, assessment performance,subjective factors and the presence of the evaluation mechanism in the performanceevaluation. Aimed at these problems, this paper analyzed the cause of these problems at theaspects of level of human resources management, the negative impact of Chinese traditionalculture and technology and human causes of the performance evaluation. On the basis,Learnfrom the success of the developed counties experience performance appraisal, according tothe People’s Bank of China and personnel work ideas, we must create a learning-oriented,research-based, expert-type, pragmatic type, open up the contingent of cadres of thestrategic objectives, my article gave several reform programmes, they are: Establish abrand-new philosophy,Establish a standardized performance evaluation index system, Lethierarchy more performance appraisal, let more stringent performance appraisal proceduresand norms, let result of the test will play a greater role. Try best to do unlike commercialbank and it is the central bank’s macro-regulation and control, supervisory duties for eachother’s Performance Evaluation System.
