Therefore, the study of communication industry technology innovation ability helps to understand the level of technological innovation in the current manufacturing industry of our country, it is helpful to formulate the corresponding policies and measures to drive the other manufacturing take into technology innovation, and promotes the overall level of technological innovation of the manufacturing industry in our country from point to surface.Under the background of the study, this paper bases on the perspective of value chain to analyze current situation of the development of electronic industry in China, and it is also one of the innovation points, then it decides stage of the electronics industry in the value chain.Furthermore,this paper has a comprehensive evaluation of technology innovation ability with the improved dynamic factor analysis and factor analysis to our country features the three traditional areas of the electronics industry, and analyzes the differences between various regions through cluster analysis in-depth. Research shows that overall, the eastern is supreme, followed in the west and central minimum in the comprehensive technological innovation ability score; In eastern region, regional innovation ability of the Yangtze river delta and pearl river delta is higher than the Bohai sea area; In central region, internal differences exist in the provinces and no significant growth pole, the overall innovation ability was significantly lower than the eastern region; In the western region, electronics industry technology innovation ability of Gansu and Sichuan provinces is more outstanding, and within the scope of the research time, to keep the top 10 ranks mostly, thus promote the electronics industry innovation ability is higher than the whole.On the features of electronic industry innovation ability, on the basis of comprehensive evaluation by constructing individual fixed effect model, and joining the per capita GDP in the model and the non-agricultural degree as control variables, features innovative ability differences influence factors analysis. Research shows that: the traffic infrastructure has a positive effect on differences, but the significance level is low; Information level has a significant positive effect, but not significantly, that realizes that local agglomeration of the informatization level is not obvious, but the eastern region and western region of informatization level is higher than the central region; Industrial cluster has a better reflect the positive externalities of electronic industry economies of scale, the east electronic industrial cluster is significantly higher than the Midwest; Marketization degree has a negative effect, at the same time, FDI has a significant positive influence on differences among three regions, the introduction of the two interaction cases, interactive items has a significant negative effect on the differences, it indicates that under the condition of the market system is not perfect, the introduction of foreign capital to our electronic industry have significant positive influence on innovation ability, but in the long run, blind introduction of foreign capital hinders the healthy development of the electronics industry in our country, and have adverse effects on the improvement of the system of market-oriented. Therefore, in the future, it should be based on the effective use of foreign capital, and focuses on effectiveness of resources, adjusts and makes the market system perfect, thus really enhances the level of electronic industry independent innovation.
