Since China’s reform and opening up, along with China’s rapid economic growth, the construction of the great achievements, also making a lot of resources and environmental costs, the contradiction between economic development and resources and environment has become increasingly acute. China’s vast territory, the unbalance of regional resources, economic results in energy conservation and emission reduction in various areas of the face of the situation is different, the southeast coastal economic developed region is the main energy consumption, less developed regions such as west have more energy and resources occurrence and the energy consumption is obvious geographical space. In this context, China’s regional comprehensive energy saving and emission reduction performance calculation and analysis of the regional integrated energy saving and emission reduction performance differences of interpretation is of great significance.This article through to the unbalanced regional economic development and regional research literature on energy saving and emission reduction, summarizes the domestic and foreign about the disequilibrium of regional development and regional difference of energy saving and emission reduction theory analysis and empirical research results, the regional economic development, energy conservation and emissions reduction as well as the relationship between review; Based on various areas in 2011 and 2012, the relevant data, on the basis of analysis of the unbalance of regional economic development and energy conservation and emissions reduction, on this basis, measuring the regional comprehensive performance, energy saving and emission reduction in year 2011,2012 using Tobit model analysis to explain regional comprehensive energy saving and emission reduction performance difference, provide theoretical support for strengthening energy conservation and emissions reduction in China as well as the "much starker choices-and graver consequences-in" goal setting and decomposition.
