With the acceleration of international energy conservation and emissions reduction in the pace, such as the world climate conference in Copenhagen, and Durban UN climate conference, the "Twelfth Five Year Plan" a comprehensive energy reduction program of work is issued and from a variety of system establishing ecological civilization, using the system to ensure the ecological environment of Eighteen plenary session is ended, energy and environmental issues have been the common concern of the international and domestic society. Energy saving and emission reduction has become China’s basic national policy, is an important strategic measure to realize the sustainable development.In a broad, in-depth analysis of domestic and foreign scholars on the energy-saving emission reduction performance results and based on the theory of energy saving and emission reduction performance, according to the system feasibility, representative and non correlation, quantifiable and comparability, hierarchy and completeness of four principles in the construction of energy-saving emission reduction performance evaluation index system of this paper. Based on the comprehensive evaluation index system of Jilin Province’s energy-saving emission reduction performance, firstly, the city’s data were normalized to eliminate the difference of dimension. Secondly, PCA, DEA and Information entropy are used to calculate the corresponding cities’ scores. But because the three methods each have their advantages and disadvantages and it is difficult to simply to an evaluation method to give the final evaluation. So, after the three kinds of evaluation methods by Kendall test, use the weighted sum of thought, we get comprehensive score corresponding to the nine city of Jilin Province. Then through the hierarchical clustering method to the comprehensive evaluation results are verified and the Jilin Province nine city energy-saving emission reduction performance is divided into three level gradients. Finally, according to the result of comprehensive evaluation, in combination with the specific situation of the Jilin province cities, problems and the corresponding improvement measures are put forward.
