Policy Evolution Research On Coal Resources Integration In Inner Mongolia Autonomous Region

Coal resources are the main resource in China, widely distributed and occupying the largest proportion in the world. However, the large total amount of coal resources doesn’t mean the adequate supply of coal resources. The reasons why demand exceeds supply in the coal market are complicated. In one hand, there are many reasons which cause the decline of the amount of available coal resources such as the difficulty of mining, complexity of coal and the low recycle rate of mines. In the other hand, the number of population and the demand of coal are huge in our country. It is unavoidable for Inner Mongolia autonomous region to face the same situation although coal resources of Inner Mongolia Autonomous Region are abundant. Besides, there are even some regional problems existing like small scale of mines, unsafety of production, poor protection of environment, etc.In order to solve the above problems, Inner Mongolia needs to integrate coal resources. Obviously, research on coal resources evolution of integration policy also highlights the significance both on theory and practice. Theoretically, there is little research work about policy evolution of regional coal resource integration. According to the path dependence theory, the paper provides a theoretical support to study the system of coal resources integration comprehensively for Inner Mongolia and even China. Practically, finding out the rule of policy evolution not only can contribute to adjust and optimize the coal resources integration policy of Inner Mongolia, but also can facilitate to achieve sustainable development of coal industry and improve people’s life in Inner Mongolia.As the necessity and importance of policy evolution research of coal resource integration, at first the paper reviews the related literature from both institutional path dependence theory and coal resources integration and policy. Next, the research utilize methods of literature research, policy analysis and combination of theory and practice to study policy evolution research of coal resources integration in Inner Mongolia autonomous region. This paper divides the policy evolution history into four main states. With the help of institutional path dependence theory, the paper also finds that there is a path dependence feature existing in the policy evolution of coal resources integration and summarizes the key points of the path dependence feature. Finally, this paper concludes the rule of policy evolution of coal resources integration in Inner Mongolia autonomous region. Moreover, the paper makes suggestions of policy evolution which are keeping the path dependence, taking care of key points and paying attention to coordination between government and coal market. The author hopes that the research is meaningful to adjust and optimize coal resources integration policy for Inner Mongolia and even for China.
