A Study On The Relationship Of Interest-related Subject Of The Integration Of Coal Resources In Shanxi

Excessive, small, dispersive, and disordered have become the key features of China’s coal industry during the long-term development. Also, safety concern is another problem for the present situation. The problems in the coal industry concern not only the economy, but also the entire society. More importantly, it is also closely related to China’s energy strategy. The policy named "The notice of reorganization and standardization of exploitation order of mineral resources" is issued by State Council of the People’s Republic of China in order to make the coal industry more concentrated and improve its current performance. The integration of coal resources has started all over China since then. It has the greatest coal reserve in China, and the coal industry is the pillar of economy in Shanxi. Several policies including, "To accelerate the integration of coal industry", and "The plan of reorganization and development of Shanxi’s coal industry" have been issued by Shanxi in order to improve the integration of its coal industry.The existing literature in implementation deviations of public policy both in China and foreign countries is briefly reviewed firstly. The deviations in implementation of public policy are then defined. The current situation of the integration of coal resources in Shanxi is studied using literature study and case study based on Public choice theory, Game theory, Collusion of local government theory, and Cost-benefit theory. The change of the cost-benefit relationship between stakeholders before and after the integration of coal resources is then analyzed. The policy is implemented in different ways by governments at different levels because of the discrepancy in value orientation between them. Therefore it is necessary to develop good systems of resource ownership and benefit distribution in order to eliminate deviations in policy implementation.This study on the implementation deviations of public policy of the integration of coal resources in Shanxi can contribute to the diversity of deviations in policy implementation. We also provide promising solutions for the problems arising from the integration of coal resources in Shanxi. In addition, this paper can also shed light on the journey of integration of coal resources in other provinces.
