Under the background of the coordinated development of Beijing-Tianjin-Hebei, poverty belt around Beijing issue aroused widespread concern. Hebei province is located in the north China plain. It has 136 counties, among which, there are 39 poverty counties of national level, and 57 national and provincial key counties of poverty alleviation and development work. These poverty-stricken counties located in Yanshan-Taihang Mountains and the Black Dragon Harbor area, wide, and of large population. In 2013, the per capita net income of rural residents in Hebei Province is 9102 yuan. However, the per capita net income of rural residents in poor areas is 3215 yuan. Though through the support of national policy in recent years, the farmers’ income level in these poor areas have improved, but it is still in the backward state in Hebei province. With the Beijing-Tianjin region of the income gap increase year by year. Per capita net income of rural residents in the poverty-stricken counties are ranked after 70 in the ranking of per capita net income of rural residents in Hebei. "China’s rural poverty alleviation and development program(2011-2020)" was promulgated by the state council in 2011, made it clear that 14 shall destitute areas of the country is a crucial battleground for poverty alleviation. Yanshan-Taihang Mountains region as one of the shall destitute areas, the poverty alleviation and development work is quite a difficult.It adopt the empirical study and the questionnaire combining the cross-analysis method, to analyze the development status from the basic situation, the status of economic development, social development and the current status of rural residents and so on. It analyzed deeply the factors affecting famers’ poverty from the external environmental factors and internal personal factors. The result of the analysis is that the factors include the external factors: natural resources, industrial organization, policy and the internal factor: age of householder, educational level, migrant, and family members. Finally, it put forward the following suggestions(from regional cooperation, environment, capital investment, improved policies, industrial restructuring and other aspects): breaking though the restrictions of administrative divisions, strengthening the cooperation of provincial poverty alleviation; combination of the ecological construction and ecological migration; increasing financial investment, and improve the organization degree of farmers; expanding farmers’ business scale, and improving the rural land requisition compensation system; building more labor-intensive secondary and tertiary industries, and broadening employment channels, broaden health care coverage. The suggestions will play a certain reference value to the other continuous destitute areas in poverty alleviation and development career.
