Increasing farmers’ income is the key of the problem of "agriculture, rural areas andfarmers". Gansu province is located in the inner part of northwest. It is an underdeveloped andtraditional agricultural province. Meanwhile, large agricultural population, poor agriculturalconditions and farmers’ lower income limit Gansu economic and social development. Inrecent years, the farmers’ income in Gansu province has a faster growth, however, withvarious restrictions, farmers’ income is still staying in a lower level. Therefore, it is veryimportant for Gansu to increase the farmers’ income, narrow the income gap between urbanand rural residents.In order to realize the farmers’ income continued to grow rapidly. In May2008, Gansuprovince launched six actions to promote farmers’ income: the action of upgrading thecharacteristics and advantages industrial, the action of developing herbivorous animalhusbandry, the action of promote secondary and tertiary industries in rural, the action ofdeveloping rural human resources, the action of improving the level of poverty alleviation anddevelopment and strong and protect agricultural action, set the target of make the provincefarmers’ income reached4140yuan in five years. In2012, Per capita net income of farmersreached4507yuan in Gansu province, achieved the original goal of the six major actions.Therefore, based on the six actions, Gansu province also launched the farmers’ incomedoubling plan(2012-2016), At present, it is the key stage of implementing double plan.Regarding with this issue it is necessary to analyze the five years in which the implementationof six actions, exploring the implementation of the six actions results and shortage, and sumup the experience, which has an important significance for effectively implementing farmers’income doubling plan and provide important reference significance for the establishment ofrelated policies follow-up.The study firstly based on the background of the implementation of six actions, analyzeof the per capita net income of farmers in Gansu province synthetically. By comparison, in thefive years of the implementation of six actions, per capita net income of farmers had arapid growth in Gansu, average annual growth rate is14.15%, higher than that of urbanresidents’ income continuously, and the income of urban and rural residents’ratio reducingyear by year. Using the grey system theory to analyze the correlation between six actions andfarmers’ income, found the plant-eating animal husbandry development action and specialadvantage industries ascension has an obvious effect on promoting the farmers’ income.Secondly, based on the farmers perspective, analyzed the implementation of the sixactions through field investigation on a micro level. Regarding with this analysis, researchgroup have carried on the questionnaire and interview during January to March,2012. The survey sample covers149natural villages of79townships of39counties of14cities in theprovince, received valid questionnaires539in total. By surveying found that characteristicsand advantages of industrial development has achieved initial success, famers generallyreflect that potato, apple, corn and crop seed production gave a good benefits; plant-eatinganimal husbandry had a rapid development, the proportion of surveyed country where builtbreeding area is32.21%; rural secondary and tertiary industries have a certain development,the urbanization process has accelerated too; workers income became an important source ofincome for the farmers. The proportion of surveyed households whose wage above10000yuan after consumed in the service site is77%; poverty alleviation and development canhelp farmers increase income,farmers expect to take off deficient to become rich; farmer havea strong demand for funds, and the willingness of land transfer is strong too, the proportion ofhouseholds who has demand for funds is86.12%, the proportion of households who willtransfer land is72.75%.In the process of six actions implementation, the problems mainly about: characteristicsand advantages of uncoordinated, agricultural industry concentration degree is low, scienceand technology support is not enough, the low conversion rate of agricultural products,farmers brand awareness is not strong; Animal husbandry base is weak, lack of investment,the animal husbandry service system is not sound; Low level of work organization, farmersrights and interests of migrant workers lack of security, the farmer skill training system is notsound; Poor implementation of poverty alleviation projects, some projects lack of propagandaand training, and subsequent support is not enough; In addition, the difficulties in farmersfinancing and farmland circulation restricts the farmers’ income.Aim to the problems which existing in the implementation of six actions, put forwardcome up with the policy suggestions as below: Strengthen agricultural infrastructureconstruction, perfect the mechanism of urban and rural development; Expand locationadvantage of special advantage agricultural industry; Innovation and cultivate new type ofagricultural management main body, vigorously support the leading enterprises of agriculture;Improve the agricultural science and technology service system and build system of ruralmigrant workers training; Building a perfect system of poverty alleviation and development,enhance the level of poverty alleviation and development; Deepen the reform, strengthen andperfect the system of construction of rural financial; Construct platform for land circulation,realize large scale management of farmland.
