| In recent years, the CPC Central Committee and the State Council, continue to strengthen the policy of benefiting the agriculture by increasing investment, so as to maintain the agricultural harvest year after year. With rapid growth of farmers’income, the economy is developing rapidly and the society is being more and more harmony and stable, which has laid a solid foundation significantly to the international financial crisis. Although agricultural production starts well this year, agricultural harvest continuous, the supply is abundant, but in some aspects and some regions, attention to "rural" is weakened, neglect of agriculture is on the rise. Even the current international financial crisis continues to spread, and gradually reveals the negative impact on Chinese agriculture and rural economy. As decrease of the international market demand for agricultural products, the price dropped. So the export of some agricultural products was blocked. Besides, with the international financial crisis and domestic economic slowing down, domestic demand is weak. Not only the prices of domestic agricultural may probably go down, but also the efficiency of agricultural production, the number of employment and income of migrant workers will fell. Then it will be extremely difficult to maintain the steady development of agriculture and rural incomes. Based on the above mentioned, no matter from view of domestic or international situation, we must pay enough attention and study how to improve farmers’ income level.Here, we take the Songzi City, Hubei Province for an example. According to study the income status of farmers in recent years deeply, we hope to make some recommendations for the new era of farmers’ income. The whole essay is divided into five parts:The first part describes the historical background, the status of domestic and foreign research, the main research contents and methods, and the main innovation and existing inadequacies of this study.Then the second part describes the status and trends of real income of farmers in Songzi City. Firstly we will give a brief description of the first overview of Songzi City. Secondly Songzi City and the rural economic situation will be introduced, including current status and characteristics, the existence of contradictions and problems these two aspects. Then we are going to analysis the status of farmers’income in Songzi City profoundly by horizontal and vertical analysis of the per capita net income, as well as rural per capita net income sources. Finally with tables and charts, we analysis the change trajectory of farmers’income in Songzi City since the year of reforming and opening up and sum up the characteristics. Through the description here, we will come to a very clear understanding of the income situation of rural Songzi City.In the third part we give the main reasons for farmers’ income growth in Songzi City. Firstly the main factors affect farmers’ income growth at this stage will be given as follow:the development level of the national economy, the policies and institutions, the structure of income, market factors and personal factors. With the income status of Songzi City, then we can come to the main bottleneck impeding the Songzi City farmers’ income, such as no sufficient resources for employment which is the root of the impact of farmers’ income; low level of industrialization of agriculture which is the industrial source of farmers’ income; low rate of agricultural commodities which is the market factor of farmers’ income; lack of the policy support to agriculture. In order to study the problem of farmers’income deeply, we must attach great importance to these factors affecting farmers’ income growth.Base on the former parts, the fourth part proposes several countermeasures to improve the farmers’ income in Songzi City. The main points are as follows:The first effort is to promote the rural surplus labor transfer, which improves the farmers’ employment level. It will continuously push forward the process of urbanization, accelerate the development of rural secondary and tertiary industries, stimulate labor training and labor export and improve system of the labor market in four aspects. The second measure is to actively promote the industrialized operation of agriculture so as to increase the level of agricultural industrialization. According to actively foster and support leading enterprises, and strengthen the leading industries, actively develop rural cooperative economic organizations, accelerate the orderly transfer of promoting land and speed up the industrial structure adjustment of agriculture, we can achieve the target. Thirdly, we must accelerate the scientific and technological progress to increase agricultural commodities. It can be achieved by increasing agricultural science and technology, strengthening the agricultural applications and the construction of agricultural standardization. Lastly, we should continue to promote the benefits of agricultural policies, to improve efforts to agriculture support. Only by continuing to increase investment in agriculture, can we continue to adjust the current structure of agricultural subsidies and strengthening the implementation of various policies.The fifth part is coming to the conclusion as below:1.With the joint efforts of all levels of government we found that farmers’ income in Songzi City was growing stably in recent years.2. However, the growth of farmers’ income in Songzi City was in the way of instability, uncertainty and imbalance.3. The main factors that affect the growth of farmers’ income in Songzi City are inadequate employment of farmers, low industrialization of agriculture, low agricultural commodity rate, and little effort on agricultural support. These issues are the main bottleneck impeding the farmers’ income in Songzi City.4. To promote growth of farmers’ income Songzi City, we should take the following measures:vigorously promoting the fundamental transfer of rural surplus labor force, accelerating improvements in the level of agricultural industrialization, continuously improving the commodity rate of agricultural products, and actively implementing the various benefits of agricultural policies. |
