Effect Of Agricultural Mitigation Public Goods Guarantee Mechanism On The Farmers' Self-supply Willingness

In recent years,abnormal weather,frequent rainfall,drought and other disasters,natural disasters not only bring huge economic losses to the agricultural production of our country,from a strategic height,but also a threat China's food security.To rely on agriculture and health of farmers,which bring the direct losses to the farmers.In order to reduce the losses caused by natural disasters,and the collectivity and the government invested a lot of manpower and resources such as agricultural disaster public goods,to help farmers resist the risk and stabilize even increase the farmers' agricultural income.But what a pity,because the rural public goods supply using a "top-down" mode of supply of rural public.There are still many problems for the supply of goods there are still many problems,such as the supply of the unreasonable,inefficient supply,supply shortage and so on.As the beneficiaries and direct users of the public goods,the private production activities of farmers are strongly dependent on public goods.Therefore,from the perspective of farmers,when supplying public goods,considering farmers' opinions and suggestions in the supply of public goods,which can improve farmers' satisfaction,and improve the farmers in the supply of public goods in the willingness to participate in the supply of public goods,improve the efficiency and level,avoid material and financial waste.In this paper,we will study the impact of farmers' satisfaction and farmers' willingness to supply from the perspective of security mechanism.By reading the relevant literature,the six dimensions,summed up the safeguard mechanism,includes: the security mechanism of funds management,security mechanism,organization and system guarantee mechanism,supervision mechanism,legal safeguard mechanism,talent guarantee mechanism.And according to the existing mature measurement scale,draw lessons from the research results of scholars in related fields,this paper design the six dimensions of the measurement safeguard mechanism,and measure the implementation status of the security mechanism.At the same time,the scale of farmers' satisfaction and the willingness of farmers to supply their own will be designed.This paper choose areas which disaster is more frequent and representative,including: Xiaochang County of Xiaogan City in Hubei Province,Luotian County in Huanggang City,Shishou City in jingzhou City.And 654 households of these areas for investigation.Based on the existing literature theory,constructing the theory models,the guarantee mechanism of farmers' satisfaction as independent variables,as the intermediary variable,independent farmers willingness to supply as the dependent variable,and the data were analyzed using structural equation,through continuous estimation of model checking,correction,standard theoretical model is obtained.The research results show that the positive impact of six dimensions of safeguard mechanism of farmers will have a significant independent supply,optimize protection mechanism is conducive to improve the farmers' willingness to supply independent;besides the organization and system guarantee mechanism and talent guarantee mechanism,the other four dimensions have significant positive effects on Farmers' satisfaction;mediating effect on Farmers' satisfaction between the protection mechanism and the farmer supply will be verified.Therefore,this paper puts forward the following countermeasures: First,strengthen the financial security mechanism,establish a diversified investment entities,and timely disclosure of information on the use of funds,and accept supervision.Second,improve the management mechanism of public goods,establish special management system,and timely maintenance;improve the organizational and institutional mechanisms,clear the main responsibility.Third,strengthen the construction of supervision mechanism,develop farmers as one of the main supervision,timely information disclosure,and smooth feedback channels.Fourth,improve the legal system and strengthen the protection of personnel,while strengthening the national laws and regulations and related policies to strengthen the interaction between disaster reduction professionals and farmers.
