Outsourcing is to transform the enterprise internal human resource management tasks to external partners-human resources service provider. Enterprise human resource management outsourcing should include three modules:human resources outsourcing, personnel affairs with people of outsourcing, human resource management functions outsourcing. Human resource management outsourcing theory foundation is a new management theory combined by the transaction cost theory of economics, comparative cost theory, the division of labor theory, resource-based theory, management of the core competence theory, value chain theory, strategic management theory, the barrel theory and contemporary of human resource management practice. A lot of state-owned holding companies are beginning to realize the significance of human resource management outsourcing for enterprise long-term development strategic. And the internal factors that affect the state-owned holding enterprise outsourcing decision are enterprise scale, the pursuit of the core competitiveness, the needs of reducing costs, avoiding risk and the optimization of human resource management. External factors include the challenge of economic globalization and informationization, white-hot competition under the condition of market economy and the maturity of outsourcing market. State-owned holding enterprises in determining the human resource management outsourcing decision is, stipulate the scope of the outsourcing of human resources management function clearly, choose the advantages of outsourcing service providers, and formulate perfect outsourcing service evaluation index, strengthen the supervision and management of human resource management outsourcing service provider. Except for its own service area of the supermarket shop assistant and security maintenance staff recruitment management and on the part of the employee training outsourcing, there is no specific human resource management outsourcing strategy in Sinopec hunan branch. This lead to low efficiency of the human resources management work, unreasonable structure, bureaucratic, and the performance evaluation mechanism is not perfect. Sinopec hunan branch, therefore, should clearly realize the advantages and disadvantages of his implementation of human resource management outsourcing as well as opportunities and challenges, and then choose the appropriate strategy to outsource the recruitment of human resources management, salary welfare, staff training, labor relations management and the function of the development and maintent of human resource management information system.
