With the increasingly fierce competition in modern market and complicatedly changeable corporate operating environments,companies could hardly achieve unwavering success unless they constantly strengthen their core competitive advantages.For that human resource management plays a critical role in an enterprise,establishment of a new human resource management mode-----HR(Human Resource)outsourcing will make a great difference in raising corporate competitiveness.HR outsourcing refers to externalizing and transferring some of the repetitive,non-core works to a professional institute that engages in this specific field while the core works still remain in charge of HR department.For enterprises,this mode features cost saving,risk decrease and the advantages that allow them to focus their limited resources to the most important work tasks.This paper consists of 6 chapters.First of all,the paper begins with the basic background of this service,and then makes an in-depth study of it through detailed analysis of its purpose and meaning with the available framework technology.The second chapter gives definitions of outsourcing and HR outsourcing respectively by analyzing these theories including labor division theory,law of comparative advantage,value chain theory,introduces at length the main types and their respective functions of HR outsourcing,and then makes out a flow of outsourcing implementation.Chapter three discusses the necessity and feasibility for SJ company to implement HR management.Chapter four is the concrete HR outsourcing implementing plan for SJ company,which includes decision making for an outsourcing item,assessment of an outsourcing service institution as well as outsourcing implementation mechanism.Chapter five deals with the risk assessment of outsourcing and corresponding countermeasures.The last chapter ends up with a proposal and outlook,and talks about the issues that need further attentions in the process of practices.Human resource management is deemed as a new subject in corporate outsourcing strategies.Through the research,this author hopes to provide a theoretical instruction for outsourcing practices of SJ company,and also provide a reference of approach for HR management outsourcing theoretical research and practices of other state-owned enterprises.
