Pork prices have great influences on the fluctuation of the whole national economy, as pork prices fell, hurt is one of the largest small pig farmers. Small pig farmers is less capital investment, small farming scale, low technical level, its ability to resist risk is bad, belongs to the relatively weak groups. Small pig farmers was highly sensitive to the price fluctuation in the market, at the same time by volatile pork prices. Pig farming costs is particularly important for small-scale farmers, directly affect the income. Through second-pollution small cost benefit in Heilongjiang province in 2004-2013 statistics, research of Heilongjiang province second-pollution small-scale cost-effective change trend and its influence factors, and puts forward countermeasures and Suggestions to reduce cost of farmers.Based on the theory of cost-benefit, scale economy theory, comparative advantage theory, research status quo and development of Heilongjiang province second-pollution small-scale dynamics as well as the problems existing in the research. Mainly from pigs in Heilongjiang province of the specific conditions of the small-scale farming, breeding layout, breeding varieties of Heilongjiang province in three aspects elaborates the second-pollution small-scale status, so as to show the real condition of the second-pollution small-scale of Heilongjiang Province. And pigs in Heilongjiang province small-scale farming motivation mainly from the environment demand, the development of farmers’ income needs, consumer demand for pork quality and policy requirements, this paper expounds the four aspects while there are many factors in promoting the development of Heilongjiang province second-pollution small, but the second-pollution small-scale development still exist problems of Heilongjiang province, the main is that breeding the lack of funds, small living space, lack of technical talents of these problems; Heilongjiang second-pollution small changes in cost analysis is an important part of the cost of research. Factors affecting the cost of pig breeding in Heilongjiang province were analyzed, and the selection of piglet purchase price, concentrated feed, medical and technical services, death, damage, and other indirect costs, labor fee of these factors is analyzed. Selection influence factors analysis of multivariate linear regression model to carry on the empirical analysis, the analysis results show that the piglets purchase price, concentrate has a positive effect on pig production and influence degree, the largest health epidemic prevention fees for small-scale pig production for positive influence and impact is small. Death and damages, indirect cost, labor cost for small-scale pig production value of negative influence. Put forward to reduce the second-pollution small cost countermeasures of Heilongjiang province, clearly put forward and accelerate the breeding of new varieties and improved, broadened the source of feed, strengthening the application of modern animal husbandry science and technology in the second-pollution small, innovative production organization form, establishment the mechanism of pig small-scale farming risk prevention countermeasures and Suggestions.
