Planting Status And Benefit Evaluation Of Organic Agriculture In Heilongjiang Province

The certification area of our national organic agriculture is 2722 thousand hectare by the end of 2013. The development situation of our country is overall and orderly. At present, the demand for organic food has a sharp rise in our country. The organic farming planting area and the total of Heilongjiang Province are in the top of our country, but it’s development has a lot of problems.Our foucs is on the quantitative evaluation of organic agriculture economic and ecological environment benefits.This paper introduced the development situation and analyzed problems of organic agriculture at home and abroad, also at Heilongjiang Province on the basis of the analysis about the data from certification and accreditation administration of the People’s Republic of China over nine years(from 2006 to 2014). The results show that: the plant and processing have the large proportion are 64.7% and 21.1%, and the livestock one has a small proportion is 1.35% 。 That explain:Heilongjiang organic agriculture is not based on circulation mode of planting-breeding.It is out of circulation and will restrict the healthy development of organic agriculture. At the same time, the enterprises for organic agriculture have fast speed to in or out of that, and the development of that is rolling. In summary, organic agriculture also has many problems including the lack of overall planning and government support, low production technology, few products,not clear pollution status.Through the questionnaire data analysis find the difference between the conventional and organic agriculture, and evaluate the economic performance of organic agriculture. The results prove that in the aspect of economic efficiency, the cost of organic agriculture is mainly increase by the cost of pest control, organic fertilizer, and so on. And the labor costs and the certification costs are also significantly increased.However, the use of suitable production technology, reduce costs, improve the output is the organic agriculture to grow more economical and high economic efficiency of the space.For a quantitative assessment of ecological and environmental benefits, using different methods such as the analytic hierarchy process and Projection pursuit. Among them, the expert scoring method according the results made by a number of experts in the ecological agriculture for the organic agriculture ecological environment benefit evaluation index system.Secondly, we took Project pursuit method to determine the value of four aspects on the bio-diversity level, non-point source pollution level and soil environmental quality level to quantify the benefits. Results showthat in the non-point source pollution of organic agriculture performance significantly inferior to conventional agriculture, but on biological diversity, soil environmental quality, and ecological environment benefit the overall performance is significantly better than conventional agriculture.Preliminary implementation of organic agriculture ecological and environmental benefits quantitative evaluation proved the organic agriculture is a sustainable development agricultural production mode between organic and conventional farming to keep the balance.
