Economic Benefit Evaluation And Study On The Development Countermeasures Of Forestry Cooperative

Forestry, as an important fundamental industry, has strategical position in the overall development of national economy and society, and the pursuit of ecological civilization makes the status of forestry even more important. The development of forestry productivity requires continual follow-up of production relations. Forestry cooperative is the main form of the forestry economic cooperation and plays an important role in the forestry development in terms of forest resource cultivation, production and benefits increase, and forestry-agriculture organization improvement, especially after the reform of the collective forest right system.This study evaluated the economic benefits and examined the development strategy of forestry cooperative by taking Tai'an City as a case study area. The fuzzy comprehensive evaluation method was applied to select the evaluation index of economic benefit for the whole area and individual forestry cooperative based on this region's characteristics which are relatively few forestry resource, a small percentage of the total resource in the society, great variation in the forestry cooperation types, as well as big difference in the scale and economic benefits. A total of 900 forestry cooperatives were investigated and 77 of them were selected as a representative sample and finally 4 of them were treated as typical cases to evaluate the comprehensive economic benefits and development status. To predict the trend and social total output of forestry cooperative, the models used in this study mainly included the grey prediction equation and Logistic differential equation which are suitable for "small sample and poor information". Results showed that the development situation in Tai'an city was and would be at a good level in a relative long time period. Meanwhile, this study innovatively summarized the operation pattern of forestry cooperative, specifically analyzed each individual pattern, and found out the existing problems in forestry cooperative. Then, the corresponding actions/suggestions was elaborated to promote the development of forestry cooperative and they were presented in the following:(1)Result of using fuzzy comprehensive evaluation method to select the reasonableevaluation index and construct suitable evaluation system for economic benefit of forestry cooperative indicated that, the development level of forestry cooperative in Tai'an is in general during 2011-2014, but has a good and positive development trend.(2)Grey prediction equation and Logistic differential equation was employed to construct the prediction model for the overall development trend and gross output value of forestry cooperative in Tai'an city; and the results suggested that a good development trend would happen in the future.(3)We constructed evaluation model for the individual forestry cooperative development with fuzzy comprehensive evaluation method which can make accurate diagnose for the cooperative, and found out the existing problem comprehensively and objectively.(4)The forestry cooperative was classified into three categories including service-oriented, company-oriented, and mutual aid-oriented for the first time and pointed out that the company-oriented cooperative would be the primary development type of the forestry cooperative in the future.(5)The current problems and related causes in the development of forest cooperative were examined synthetically and the specific measures to solve them were proposed.
