But because our country is a large agricultural country, five thousand years of history and culture make the Chinese farmersare more inclined to traditional agriculture, which leads to the slow development of agriculture, the rural economy behind the phenomenon. Therefore, the Chinese government in order to let the people live a well-off life and achieve common prosperity,national agriculture related departments to how to develop the agricultural economy as the focus of the work of our economic work. In order to better development of our new rural construction, improve the service three rural financial institutions in rural areas to solve the problem of lack of funds, the level of rural financial institutions to issue. The China Banking Regulatory Commission in 2006 December, issued a promote the new rural construction of the relevant documents, documents to support the development of rural economy, pointed out that the better the advocate and encourage all kinds of capital, the establishment of village banks in rural areas, the situation of poverty and backwardness and better services in rural areas. But because of the village bank has just started, in the actual development is also facing many problems, how to better service for agriculture is still a very important problem in village banks face.Village banks as a leading force in rural financial institutions, from the initial points since2008 in Heilongjiang province has developed very quickly. As of the end of 2013,Heilongjiang province has set up 22 rural banks, the Heilongjiang provincial government tattaches great importance to the development of rural banks. The emergence of village banks in rural financial market of Heilongjiang province has played a positive role inpromoting progress, enrich the rural financial organization system in Heilongjiang Province,the rural financial supply channels are more diversified than in the past, the development of village banks in rural financial market is full of competition. But because of the village bank is a new form of development is the rural financial institutions, the establishment of Heilongjiang Province in a relatively short period of time, there is still a lack of management, in the early stages of development. There are a lot of problems in the village and town bank three rural service process, such as absorbing ability weak, rural services aim to profit from, small space, low social awareness and weak anti risk ability of many problems, restricted the sustainable development of village banks, the better service for agriculture.In this paper, from the understanding of the rural banks in Heilongjiang province and the development of rural banks in Heilongjiang Province Rural Services situation, summed up the existing problems in the provision of services to rural Heilongjiang province rural banks,using the AHP analysis method to analyze the influence factors, finally, in order to make the rural banks in Heilongjiang province to better serve the agriculture, this paper puts forward opinions suggestions on the rural banks and government departments. This paper consists of five chapters, the first chapter and the second chapter is the theoretical basis of this paper: the first chapter mainly introduces the research background of this thesis, and the purpose of this paper the meaning of basic content. The second chapter introduces thetheoretical basis of this thesis after defined the concept of the concept and characteristics of rural banks and rural services. The third chapter and the fourth chapter is the main part of this paper, the third chapter summarizes the problems existing in the service for agriculture in rural banks in the introduction of the relevant circumstances of rural banks in Heilongjiang province after the. In the fourth chapter, by using the AHP method to analyze the influencing factors of the rural banks in Heilongjiang province rural services, the creditsystem, risk prevention and mortgage assets and other factors on the rural banks in Heilongjiang province rural services have a great effect; the fifth part based on the above research, put forward suggestions to promote the Heilongjiang province village and town bank service agriculture.
