With the continuous expansion of the Chinese population, another population aging population also seriously in an increasingly influence to China’s future sustainable development. In 2001, structure of China’s population aging has appeared rudiment, as was the world, population aging phenomenon is one of the earliest countries, by the constraints of the problem of aging population, urban and rural pension issues are also increasingly prominent, has become a constraining China’s economic balance and sustainable development is one of the important factors. At this stage of the development of the economy of our country is in the dual economic structure to a dual economic structure transition stage, constrained by the double dual economic structure, the process of China’s urban and rural development has been slow, and due to the slow development of the rural economy, the design and practice of China’s pension insurance system caused great influence.This paper believes that with the continuous progress of China’s economy, adapt to the needs of urban and rural residents endowment, to build and promote the implementation of the urban and rural pension insurance system is an important measure to realize socialist "China dream". On the basis of theoretical research, this paper is mainly based on the perspective of rural endowment insurance, analyzes the formation and evolution of rural endowment insurance and background, specifically describes the background and current situation of rural endowment insurance in Heilongjiang province were analyzed, and combined with the specific data analyzed related indicators, expounds the factors influence the development of rural endowment insurance in Heilongjiang Province, based on summarize the specific problems of the implementation plan in Heilongjiang Province under the background of the rural old-age insurance system in rural areas of Heilongjiang Province, combining with the actual situation, some suggestions on rural areas in the context of urban and rural endowment insurance system in Heilongjiang province is put forward to improve.This paper is divided into 7 chapters: the first chapter consists of three parts.
