Water is extremely valuable and irreplaceable natural resources, and is also strategic and economic resources. It is the lifeblood of social development, one of the control elements of ecological environment, and an important part of comprehensive national strength.The fresh water resource on the earth is limited, which has become an indisputable fact. With the rapid growth of the world’s population, the rapid development of economy and the continuous improvement of people’s living standard, the demands for water are increasing, and the requirement on water quality improves accordingly. The situation of water shortage in the world is clear. Clean and suitable for living and production use fresh water is far from meeting the needs of human beings. According to the forecast of UN experts, global fresh water crisis will come in 2025, and this is by no means alarmism.The total reserves of water resource in China ranks the sixth in the world, but the per capita availability of water resources is a quarter of the world’s per capita water resources, ranks the 121 th among the 153 countries and regions in the world, and is one of the 13 poorest countries in water listed by the United Nations. Since 2010, the whole nation is in severe water shortage. By the middle of the 21 st century, our country will be constructed into a moderately developed country. Then the situation of water shortage will be more serious. If we don’t take positive and effective measures as early as possible, the economic loss caused by water shortage in the future will be huger, and even seriously restricts the realization of national development goals. Tianjin is a big city of resource and population pressure water shortage, faces the serious situation of increasing water shortage. It is extremely urgent to increase water resource and saving water. To solve the problem of water shortage in our country, in addition to vigorously promoting water saving technology and measures and strengthening the protection of environment, it still needs to develop long-term and stable freshwater resources. Desalinating brackish water with appropriate technical methods is an important measure to develop and utilize unconventional water resources and alleviate water shortages. Developing and utilizing shallow underground brackish water in waterfront has important exemplary role to solve the shortage of freshwater in the area, increase the surface rainfall accumulation and slow down the soil salinization.This paper expounds the the domestic and foreign brackish water desalination technologies and developing trend,on the basis of the theory and method of economic evaluation of construction project and project social assessment theory and method etc. We take Tianjin city A enterprise brackish water desalination project as an example of empirical research. This paper introduces the basic situation of the brackish water desalination project firstly, and on this basis, according to the provisions of the relevant departments of the state and industry parameters, combined with the characteristics of the project itself, we will estimate, financialy evaluate, uncertaintly analyse(Including the breakeven analysis and sensitivity analysis) and Social impact assess to the project financial benefits and cost. In the process of financial evaluation, By the calculation and analysis of the indexof financial internal rate of return, financial net present value, payback period of investment,breakeven analysis and sensitivity analysis,the results show that, The project has good profitability, debt paying ability, capital recovery ability and anti risk ability. So we get the conclusion of the project is rational and feasible in economic. Social evaluation of the project show that, the project has good social effect and will not have a negative impact on society.This paper systematically elaborated the theory and method of constructing project economic evaluation, evaluation index and calculation, and generally introduced the brackish water desalination project with 15000 m3 daily production. The construction fund of the project is enterprise owned fund. The construction scale is not large, the construction period is short, and does not involve the balance of import and export. According to relevant provisions, use the theory and method of project social and economic evaluation to conduct financial benefits and cost estimation, financial analysis and uncertainty analysis(including break-even analysis and sensitivity analysis) and social evaluation for the project.According to financial evaluation index calculation and analysis results, financial internal rate of return is higher than industrial benchmark yield, financial net present value is greater than zero, the payback period of investment is in the scope of industry requirements, and the total investment yield and the project rate of return on common stock holders’ equity are greater than industry benchmark. The project is economically reasonable, profitable and feasible, Social evaluation show that, the project will not have a negative impact on the society, and it is feasible in the social benefit, Therefore, the investment is necessary. |
