Research On The Post-evaluation Of The Economic Benefits Of Harbin MP Water Supply Project

Urban water supply is a major infrastructure and basic industry in city construction,which give a great support to economic stabilization and development and living standard improvement.It's also an important supporting for city's sustainable development.Practical experience shows that scientific investment economic benefits post-evaluation holds a balance to a project investment,construction,operation and decision.This paper analyzed the evaluation models and methods based on the systematic research on domestic and foreign document literature,and set the theoretical foundation for investment economic benefit post-evaluation of Harbin MP water supply project.On the basis of investigation and survey to Harbin MP water supply project,the status of the project including the huge investment,high percentage of domestic bank loan,and major input of state-owned capital is analyzed according to the project characteristics which are the long construction period,large inputs,and low cost-recovery.Secondly,three existing investment economic benefit problems are concluded and analyzed to the investment economic benefit post-evaluation on Harbin MP water supply project,which are delayed funds input,great investment and low rate of return,and simply investment model and slow marketization.Thirdly,the post-evaluation index system is established from two aspects,financial benefit and national economic benefit.There are 10 indexes,7 sub-indexes under financial benefit from profitability and debt paying ability,and 3 indexes under economic benefit.AHP-fuzzy comprehensive evaluation model on investment economic benefit post-evaluation of Harbin water supply project are established and empirical analyzed on MP project.Lastly,to improve Harbin MP water supply project investment economic benefit,6 measures are raised which are pushing forward the commercial operation,deepening tariff reform,saving water to improve,systematic the project automatic management,multi-resource of water and improving water supply post-evaluation feedback mechanism.Scientific and effective investment economic benefit post-evaluation is essential during the investment decision-making of government and enterprise,and plays an important role to achieving sustainable development.Through the research on investment economic benefit post-evaluation of Harbin MP water supply project,the dissertation aims to improve themonitoring of project management,scientific investment decision-making and various financing channels,and also hopes to provide some certain help and suggestion for water supply construction during the urbanization.
