On Ecological Tourism Management Of Jiuzhaigou County, Sichuan Province

Nowadays, the ecological tourism is not only the main trend of world’s tourism development, but also the important part of China’s structure adjustment in tourism industry. Ecological civilization construction and the construction of ecological tourism has become the important content of sustainable development in China. To develop ecological tourism well, in the first place, we must pay attention to ecological tourism management. However, some current ecological tourism managements are feasible only in theory, but its effectiveness in practice can not be confirmed yet. The ecological tourism management of Jiuzhaigou County, Sichuan Province is a sample of China’s ecological tourism management, which represents the current situation of most natural scenic area in China. As for most of the existing problems, the key contradiction lies between economic development and ecological protection; between short-term interests and long-term benefits; among planning, decision-making and supervising of the implementation; between governmental guiding and the public participating, and so on. This thesis tries to apply the research methods of literature review, the combination of qualitative and quantitative analysis, to combine the ecological theory, system theory with the sustainable development theory to reveal the regular law of ecological tourism management. Meanwhile, in practice, as for the ecological tourism sustainable development, we put forward operational suggestions, and then establish a corresponding sustainable development mode which is focused on the participation subject and management system, and analyze the most appropriate potential effectiveness of ecological tourism management, after conducting a full investigation and scientific evaluation about Jiuzhaigou County.The first, this thesis introduces the origin as well as theoretical and practical significance of this study, reviews the relevant research of predecessors, and states the research methods. Then it is focused on making a definition about the related concepts and theoretical framework of ecological tourism as well as ecological tourism management, to establish the theoretical staring point and the analysis framework of this study. The details include:to define the relevant concepts, such as ecological tourism and ecological tourism management; to consider the main bodys of ecological tourism management as the tourists, tour operators, tourism related parties, destination of community, and government departments; to divide the ecological tourism management level into the national, provincial and county levels; the scope of the ecological tourism management including travelers and practitioners management, and management content divided into six aspects:ecological tourism planning, environmental impact assessment of ecological tourism, ecological tourism environmental management and monitoring, ecological tourism service and management, operation management of ecological tourism, ecological tourism management of community education and encouragement; the function and significance of ecological tourism management lied in the protection for ecological environment, for human resources and the construction of ecological civilization.This paper, based on the theoretical framework, explorers in the situation of ecological tourism management in Jiuzhaigou as below. (1) To summarize the current situation and the effectiveness of the ecological tourism management of Jiuzaigou County at tourism planning’s paying attention to ecological infrastructure, environment impact assessment covering a whole range, the coordinating of departments’environmental management and monitoring, the increasing improvement of tourist service and management quality, the improvement of ecological tourism management standardization, the strength of community education and participation of local residents. (2) To analyze the existing problems of Jiuzhaigou County ecological tourism management lied in (a) the uncertainty of scientific demonstration and the key of planning shown in science, systematic and feasibility; (b) the difficulty to update environmental impact assessment system; (c) the hardness of cooperation between environmental management and monitoring department; (d) the urgent to improve tourism service and management quality; (e) the lacks of ecological tourism management principle; (f) the insufficiency of community education and participation.Based on the analysis above, this paper puts forward the corresponding countermeasures towards the development of ecological tourism management of Jiuzhaigou. It discusses the macro situation and China’s ecological tourism development trend. Then, according to the six contents of eco-tourism management of Jiuzhaigou ecological tourism management, it suggested the resolutions includes:(1) to concentrated on ecological construction combining with the coordinated economy development of county; (2) to established systematic environment evaluation and to construct ecological security network, including the environmental evaluation system based on laws and regulations, construction of the management and technical teams for environmental evaluation, and the focusing on social evaluation of ecological construction; (3) to develop all-over monitoring system, to strengthen supervision implementation including:the construction and perfecting of the monitoring system, the improvement of the working system to increase the effectiveness of regulation, the promotion of the status of monitoring workers so as to improve their working enthusiasm; (4) to be concentrate on creating the mode of management and service and improve tourist satisfaction in both the standard of business operation and the whole process system of service management; (5) to standardize the management specification and to promote the transformation of management idea for standards of business participation and the changing of focus and thought of management; (6) to stimulate the participation motivation of the local communities from both economic and cultural level, with the gradual improvement of the participation positivity and participation skills of the community residents. At the end, this thesis discussed the prospects of development of Jiuzhaigou’s ecological tourism management.
