Generally, the developing pattern is to promote agricultural growth with industrialization, to lead the construction of rural areas with urbanization. At present, the non-agricultural industry is taking the place of agriculture, becoming the dominant industry in national economy. The source of economic growth now is mainly come from the non-agricultural industry. Our China is now in the new stage featuring that the industry fiances the agriculture. The emphases and difficulties of comprehensively building a moderately prosperous society lies in the rural areas. A generous agriculture with rich peasants in stable countryside secures a strong economy, a rich country and a safe society. Without moderate prosperity in the countryside, there won’t be moderate prosperity in the whole society. Without agricultural modernization, it is unlikely to accomplish the modernization allover the country. The construction of new socialist countryside factors and to gain the supplement of public goods in rural areas are also necessary, for the establishment of rural development foundation, the improvement of the state of rural economic growth, the inspiration of rural construction vitality, and then to explore a new mode to construct the new socialist countryside in the impoverished area of West China. To achieve this goal, we need the financial supports from our state. We also need to enhance the supply of public goods with factors of rural production, to accelerate the backflow of rural human source, so that the construction of Channel Economy will speed up and the rural “ blood-making” function will restore. We shall insist on the points of agricultural industrialization, regionalization, ecologicalization and scale development, to solve the problems we meet in the progress of the new socialist countryside construction. Thus, we use the case analysis method in valuing the state of the construction of new socialist countryside and some other details.
