Research On Technological Innovation Capability Of Liaoning High-tech Industry

In recent years, the growth of China is slowing down gradually, it more focus the quality of economic development facing the downward pressure, under the new economy stage. The traditional industries relying on land, natural resource and cheap labor are having lost its advantages and are facing the fate of being eliminated or upgrade. High-tech industry are sectors that rely on high-tech and develop in technological transformation and technological innovation ways and have important role in the transformation of economic growth, structural adjustment and industrial upgrading. On the one hand, high-tech industry has a huge role in the rapid economic growth in the region; On the other hand, they can bring the traditional industries in the transition period to complete the upgrade, which leads onto the road of independent innovation. High-tech industry showed a trend of rapid development and has made important contributions on stimulating innovation vitality, improving labor productivity and increasing the province’s accumulation of social wealth. The technology innovation capability of high-tech industrial in Liaoning Province is a breakthrough and a new growth point in the fields of science, economy, society and environment in the future. Therefore,it has an important research value.In this paper, It evaluates the technological innovation capability of high-tech industry in the theoretical framework of technological innovation and on the practical bases of high-tech industry in Liaoning Province. Firstly, according to the factors of affecting the high-tech industry technological innovation capability, It corresponded evaluation index system in the four terms:technological innovation input, technical accumulation, technological innovation environment supports and technological innovation output; Then, it selects the 10 years data from 2003 to 2012 and uses factor analysis. It expands empirical analysis of dynamic and analytic hierarchy process based on the interprovincial and timing of two angles and found that there is a big gap with other areas of the province about the high-tech innovation capacity, the development has big volatile in ten years. Finally, It summarizes the results of theoretical and empirical research,and analyzes the reasons for the difference in-depth, and proposes a series of measures and recommendations to enhance the technological innovation capability of high-tech industries.
