Firstly , this text reviewed the current situation of the research about technology innovation capacity of domestic and foreign country briefly, and proposed the thinking and the basic frame of the research in this text; Secondly, this text carried on the survey to the definition and the characteristic of high-tech enterprise, technological innovation and technology innovation capacity, found out the relation to the technological innovation and the growth of high-tech enterprise, and analyzed the factor influencing technology innovation capacity of high-tech enterprises; Then, this text explained the current situations of the new high-tech enterprise and technology innovation capacity of the new high-tech enterprise in Liaoning Province briefly; Finally,this text chose HuaXin computer Co.Ltd in Dalian as an example, took an interpretative and exploratory research to the technology innovation capacity of high-tech enterprises.The case is studied through the following steps: confirming the studied object, researching, analyzing the information of the case, and proposing relevant frames and conclusions. This text chose the case approach to evaluate the technology innovation capacity of high-tech enterprises. Compared with Survey Sampling method in the extensive, the case approach is especially suitable for being used for observing and studying the longitudinal change of the enterprises, which can not only study the appearing frequency and range of various incidents, but also can trace back to the connection among the various interrelated incidents in the order of time.
