In order to promoting China’s import and export financial policy activities, China established solely state-owned Export-Import Bank of China, which govern by the state council. Export-Import Bank of China has a positive impact on many aspects, such as international trade, uniqueness of economic development, and integrated development of economy and society.In 2014, it was the 20 th anniversary of China Exim Bank. During the growth and reformation period, China Exim Bank has been demonstrating lots of conflicts constantly and emerging inadequacy. Therefore, we can learn lessons from the past 20 years and other’s experience about the reform of policy-based financial, which lead to self-innovation and self-development.This study analyzes the development and existing problem of China Exim Bank, and exerts SWOT strategies to evaluating its inside strengths and weaknesses, outside opportunities and threats, and the future reforming direction, objective and business mechanism. Finally, it contributes to sustainability development of China Exim Bank. This report divides into four parts. The first section refers to the reform theory, which include three aspects. Firstly, it discusses about mechanism model, including Adverse Selection Mechanism, Siphon Induction Mechanism, Expansion Mechanism, and Directional Control Mechanism. Secondly, it is related to the relationship between government and market. Based on the Eighteen Third Plenary Session, the document indicates that the reformation of economic system is the essential mission. The core issue is dealing with the relationship between government and market, so the market plays a primary role in resource configuration and performs its functions. Export-Import policy-based financial make a connection between “visible hand” and “invisible hand”, compensable and non-compensable, microscopic and macroscopic, direct management and indirect management, financial and fiscal. Thirdly, it refers to national benefits as important as the pursuit of economy, education and military power. This is an international relationship concept, which means national security as important as national property. The second section discusses about the development process, current situation and existing problem of China Exim Bank. It also analyzes the motivation, and demonstrates the existing problem and resistance in the reformation process via other countries’ organization theory and latest tendency, such as the State of America, Japan and Korea. The fourth section is related to summarize inside and outside reason, combine global experience with the real situation, and provide the future trend of development ideas.
