Secondly, the reform of the science and technology management system, improve the level of management of science and technology. Third, defining the function of innovation orientation, promoting mutual coordination and cooperation between innovation, formation of Government-led enterprises as the main body, in colleges and universities based on market-oriented pattern of combination of good scientific and technological innovation. Finally, from legislation, the reform of the scientific research personnel’s salary system, establishing the Office of unified management of scientific research funds, as well as four aspects of open information platforms for scientific research to further improve the management system of research funding.
