Research On Efficiency Of Gross Expenditure Of Research & Development In Chinese National Innovation System

System of national innovation is a theory anglicizing from macroscopic view by systematic ways, which has strong applicability and stimulus to modern technical innovation. Our government pays very attention to the cultivation and support of innovative ability, and always plays a leader role in the construction of System of national innovation. In recently years, the expense of technology and puts of R&D of our country increase speedily year by year, which have raised our technical capacity and innovative ability in a big extent. For developing quickly and well, we should pay more attention to the efficiency of R&D when technical puts are increasing highly.This paper use P/GERD index to compare efficiency of our system of innovation, and conclude that our efficiency is not high at last. For the reasons, the paper has demonstrated the efficiency of, institution of technical research, enterprise and college by, those three divisions by Cobb-Douglas production function. And make the conclusion that the low efficiency of enterprise has big influence on the efficiency of our system of national innovation.This paper is closely related to the relative theory of system of national innovation, compares ours to the construction and developing procedure of Japanese and American, analysis the factors influencing the efficiency of R&D of enterprise and college and makes some advices.
