Establishment Of Evaluation Indexes System Of Eco-industrial Park In Jilin Province

With the rapid development of economy, the problem of resources and environment is more and more serious in China. Many areas have carried out intensive study to solve the above problem. Jilin Province, as one part of the north-eastern rustbelt, industry is still the important pillar of its economy. It pays more and more attention on the construction and development of Eco-industry Park(EIP)to promote the coordinated development of economy, resources and environment in Jilin Province. For the construction of standard EIP, the effective evaluation of the process of construction or renovation of EIP to encourage the better development of EIP in Jilin Province, it’s necessary to construct a reasonable evaluation index system and choose a reasonable evaluation model to make the comprehensive evaluation of the developmental level of EIP.In the paper, the author summarized the developing situation of EIP in the domestic and overseas, and found that many countries pay more and more attention to the planning and construction of EIP. However, it is researched about the comprehensive evaluation index system of EIP in few countries, and it is paid more attention in China than other countries. With the increase in the number and the strict requirements of EIP, it will become the primary trend to research the comprehensive evaluation index system of construction of EIP in the future. On the basis of deep analysis of the EIP related theory, it found the development of EIP was mainly restricted by the level of economic development, resources and energy utilization, pollution control and the park management.On the basis of analysis of the developing situation of EIP in Jilin Province, combined with the related theory of the development of EIP, drawing lessons from China and other provinces or cities and related literatures, made the comprehensive evaluation index system of EIP in Jilin Province through the frequency statistics analysis, screening for many times, and experts consultation method. The comprehensive evaluation covered five layers, including economic development and social benefit, resource and energy utilization, pollution control, ecological industrial characteristics and management lever, and consisted of 19 evaluation indexes in detail. In the meantime, it is chosen for the extension synthesis assessment method to be the assessment method of EIP. Taking “Zhangjia EIP” in Jilin Province as the example for the applied research, the evaluation result showed that Zhangjia EIP was at the higher level in the development of EIP in Jilin Province. Taking imbalance of the index development into consideration, some suggestions is given combining with the actual situation of Zhangjia EIP. The suggestions included strengthening management, focusing on the low-index and so on. In the end, to expound the problems haven’t been solved at present and needed to be further researched.
