Study On Chemical Industrial Park Safety Planning Program And Assessment Methods

The study on safety programming of chemical industry park is one of the newest research directions of the safety work of chemical industry park, and also the most effective and direct method to reduce harmful factors and accident, as well as to avoid and regional harm. Now the study on safety programming of chemical industry park is still immature both home and abroad; the study on the target, aim, principle, procedure, content and method basis is not deep enough and still lacks a general method and standard. What is more, the merits of a safety program of chemical industry park have no methods or standard to assess. The paper studied on the target, aim, principle, procedure, content and method basis of safety programming of chemical industry park; established "the hierarchical analysis-check list", the quantitative assessment method for safety programming of chemical industry park, and using this method, the safety programming condition of Shanghai Chemical Industry Park was assessed.The dangerous and harmful factors existing in a chemistry park were analyzed by "fish bone analysis chat" causal method; based on the analysis result of dangerous and harmful factors, the necessary target, aim and principle of chemical industry park programming were associated. On the basis of that, the procedure of safety programming of chemical industry park was concluded, considering the real demand of chemical industry park and steps of various types of programming. The items needed considering in safety programming of chemical industry park were also concluded, taking the types of dangerous and harmful factors of chemical industry park, the requirement to eliminate danger, and the feasible way for safety programming,etc as a main line. The method and basis of safety programming of chemical industry park were studied according to its major content of programming. A quantitative assessment method as check list indicator system was established through data analysis, taking the weight decided by hierarchical analysis as basic data. This method is suitable for both the assessment of safety programming situation of existing chemical industry parks and the comparison and assessment of different programs; the result of application research showed that this method has a good application performance.
